WHEREAS, the Division of Public Heaith of the Departmer�t of Community Services of the City
of Saint Paul has determined that each of the structures identified in this Resolutian constitute
a "nuisance" in accordance with Chapter 45 of the Saint Paul Legislative Code; and
V'VHEREAS, the known owners, interested parties and responsible parties have been served, in
the manner set forth in the Ordinance, with an Order �o either repair each of the structures or
have them demolished; and
VVFIEREAS, the public is required to be put on notice o�the pend�ng actian by the Division of
Public Health; now, therefore, be it .
RFSOLVED, the Council of the City of Saint Paul hereby directs the Division of Public Health
to file with the City Clerk, a copy of the Orders it has is�ued regazding the following described
structures and properties, which have been detsrmined to constitute a nuisance:

, Two story, wood frame, condemned, deteriorated, boarded, abandoned, single family
' residential structure.

Dear Sir or Madam:
The Division of Public Health has determined that the above noted building is an abandoned
I buiidinb, which Chapter 45 of the Saint Paul Legislative Code defines as:
: "any building or portion of a building which has stood with an incomplete exterior
' shell for longer than three (3) years or any building or portion thereof which has
stood unoccupied for longer than one (1) year and which meets one or more of the
, following criteria;
(a) unsecured, or
(b) boarded, or
(c) having multiple exterior Housing Code or Building Code violations, or ,
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint
Paul Legislative Code."
', The ordinance further states that an abandoned building is a nuisance and it may be ordered
' to be demolished and removed by the City.
NOTICE: If you do not want to have the City begin action to have the building
demolished and removed, then the attached list of de�ciencies must be repaired or you
must demolish and remove the building on or before September 29, 1991.

If you are unable to finance the correction or rehabilitation of the premises to comply with
this order, there are state and local rehabilitation programs for which you may qualify.
, Information about these programs is available from the Department of Planning and
' Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
' If you sell, transfer or convey, in any manner, the ownership or responsibility for this
i property, you must within seven ('n days of such action, provide the Division of Public
' Health with the names and addresses of any new owners or responsible parties.
�
You must also notify any new owners or responsible parties of this pending action by
' the Division of Public Health.
;
iAny repair or demolition must be completed in accordance will all applicable laws.
,� If the rehabilitation work is not completed or if you have not demolished and removed the
� building by the above date, the Division of Public Health will refer this matter to the City
Council to receive authority to have the building demolished and removed. All cosis
incurred in wrecking and removing the building will be charged against the real estate as a
special assessment to be collected in the same manner as taxes. The City Council will
� schedule public hearings to consider the necessity and advisability of ordering the building
repaired or demolished and removed. If public hearings become necessary, you will be
I notified of the times and dates of the hearings and you will be allowed to present evidence to
the City Council.
� A copy of this order will be kept on file in the City Clerk's Office and a Resolution
.i declaring this property to be a nuisance shall be on file in the Ramsey County Recorder's
Office. Compliance with the attached list of deficiencies will remove your building from the
� list of abandoned buildings but it does not mean that the building complies will all applicable
Housing and Building Codes.
The date for compliance with these orders shall not be extended unless you receive written
approval from the Division of Public Health.
If you wish to have the City demolish and remove your building, you may do so by
requesting a consent form be sent to you from our office, to sign and return to the Division
of Public Health. However, please be aware that all owners and interested parties must sign
a Consent to Raze form before the City can demolish and remove the building without a City
Council order. Also be aware that the cost of the demolition, if performed by the City,
would become a special assessment against the property.

DEFICIENCY LIST

All repairs and new installations must be made in accordance with the appropriate codes.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to current National Electrical Code (N.E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A
' permit is required for any repair or new installation. Permits may be obtained from the
' Building Inspection and Design Division, Room 445, City Hall.
REMEDIAL ACTION
The below list of de�ciencies is not necessarily all the de�ciencies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.
Exterior
1. The front stairway lacks handrail and the rear stairway is improperly installed and
lacks handrail.
, 2. The foundati�n contains cracks that are visible throughout the entire house.
' 3. The basement windows are boarded.
II 4. There is missin aluminum sidin on the south side of the house.

5. The front door has broken glass.
6. The windows on the first floor are covered with plastic and boards and several of the
screens are cut up.
7. The floor boards on the porches and decks are loose with peeling paint.
8. The rear porch has missing storms and screens, the aluminum siding has been
removed the wood underneath is rotted and deteriorated. The rear porch shows signs
of sagging from side of house to the end of the roof line.
9. The front porch balusters have peeling paint. The front porch support columns are
pulling away from the house and the wood is badly weathered.

Dear Property Owner:
The Division of Public Health, Housing Code Enforcement Section of the City of Saint Paul,
Minnesota has determined that the dwelling and premises at 622 Aurora Avenue is "Unfit for
Human Habitation". In accordance with Saint Paul Legislative Code, Chapter 34, Section
19, the premises will be placarded on August 29, 1991 and orderec� vacated no later than
August 29, 1991.
Your attention is called to the following provisions of Section 34.19,�Subsections E and F
entitled, "Vacation of Condemned and Placarded Dwellings":
"Any dwelling or multiple dwelling which has been condemned and
placarded Unfit for Human Habitation by the enforcement of�cer shall be

vacated within a reasonable time as required by the enforcement officer, -
and it shall be unlawful for any owner or operator to let to any person for
human habitation said dwelling, multiple dwelling or dwelling unit; and no
person shall occupy said dwelling or multiple dwelling unit which has been
condemned and placarded by the enforcement officer after the date set
forth in the placard of condemnation."
THIS DWELLING SHALL NOT AGAIN BE USED FOR HUMAN HABITATION UNTIL
WRITTEN APPROVAL IS SECURED FROM THE DIVISION OF PUBLIC HEALTH,
HOUSING CODE ENFORCEMENT SECTION.

dangerous commercial structure.

Dear Sir or Madam:
The Division of Public Hea.lth has determined that the above noted building is a dangerous
structure, which Cnapter 45 of the Saint Paul Legislative Code defines as:
"any structure which is potentially dangerous to persons or property including but not
limited to:
(a) a structure which is in danger of partial or complete collapse; or
' (b) a structure which has any exterior parts such as chimneys, eaves, porches,
siding, railings, or trim which are loose or in danger of falling; or
(c) a structure which has any parts such as porches, stairs, ramps, rails, balconies,
or roofs which are accessible and which are either collapsed, in danger of
collapsing, or unable to support a person."
The Ordinance further states that a dangerous structure is a nuisance and it may be ordered
to be demolished and removed by the City. If you do not want to have the City begin action
to have the building demolished and removed you are hereby notified that the attached list of
deficiencies must be repaired or you must have the building demolished and removed on or
before September 5, 1991.

this order, there are state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
If you sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven ('n days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.

12. The water piping is missing connections and some are removed.
13. The water heater is defective and the pipes are missing, the venting is also defective.
14. The plumbing meter is missing and there are illegal connections to the waste pipe.
15. The heating system is defective and has missing parts.
Kitchen
16. The walls and ceiling are dirty, contains holes and need paint.
17. The floor condition is dirty.
18. The plumbing fixtures have a defective drain.
19. S�me of th� appliances have been removed, the refrigerator is filthy both inside and
outside.
Living and Dining Rooms
20. The walls and ceiling have cracked and peeling paint.
21. The floor cover is deteriorated and soiled, covered with broken glass and debris.
22. The windows and doors have broken glass and are inoperable.
Interior Hallways and Stairs
23. The walls, ceilings and floors contain holes, are dirty and have loose and peeling
paint.

REMEDIAL ACTION
The below list of deficiencies is not necessarily all the deficiencies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.
Electrical Service
1. There is a 60 arnp service to a 100 amp panel.
2. The electrical service is cut at the pole.,
3. The wiring, outlets and fixtures have improper installation of non-metallic sheathed
cable.
Plumbing System
4. There is an uncapped drain in the unfinished addition.
5. The gas piping on the exterior is disconnected.
6. The exterior oil tank is disconnected.
7. The well pump head is damaged and improperly wired.
Attic (viewed from the outside)
8. Appears warped, off kilter, with rotted ends. Lack of proper roofing indicates
continuing moisture damage. There are signs of rodents activities, holes chewed
through boards below eaves.

9. The stairways lack handrails.
10. The foundation appears to be footings only with cracked and missing mortar.
11. The exterior walls and siding is warped, rotted and lacking paint.
12. There are no screen or combination doors.
13. The windows are ill-fitting and defective; sashes missing, portions rotted away,
missing and lacking paint.
14. The eaves and trim have portions rotted away, missing and lacking paint.
15. The roof over rear extension is missing. Roofing material is missing on main
building with exposed rotted boards.
16. There ar� large rodent bunows evident around the foundation. Hales in siding.
Garage
17. The doors have missing hinges and are ill-fitting. The electrical wiring is not to code
and the trim boards aze defective.
General

structure, which Chapter 45 of the Saint Paul Legislative Code defines as:

(b) a structure which has any exterior parts such as chimneys, eaves, porches,
siding, railings, or trim which are loose or in danger of falling; or
(c) a structure which has any parts such as porches, stairs, ramps, rails, balconies,
or roofs which are accessible and which are either collapsed, in danger of
collapsing, or unable to support a person."
The Ordinance further states that a dangerous structure is a nuisance and it may be ordered
to be demolished and removed by the City. If you do not want to have the City begin action
to have the building demolished and removed you are hereby notified that the attached list of
deficiencies must be repaired or you must have the building demolished and removed on or
before September 9, 1991.

If you are unable to finance the correction or rehabilitation of the premises to comply with
this order, there are state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
If you sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven (� days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of this pending action by
the Division of Public Health.
Any repair or demolition must be completed in accordance with all applicable laws.
If the work is not completed or if you have not had the building demolished and removed by
the above date, the Division of Public Health will refer this matter to the City Council to

Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A

REMEDIAL ACTION
' The below list of deficiencies is not necessarily all the deficiencies present in the above

' The house is basically gutted by fire damage. The structural support members are
compromised; the wall studs, roof rafters, floor and ceiling joists aze burned and charred.
The exterior wall siding is burned and missing, the porch support post is missing and the
floors inside the house are covered with the usual fire flotsam.
' A thorough inspection is not possible or prudent in lieu of the unsafe conditions present at
' this time. This house is deemed to be a Dangerous Structure as defined by Saint Paul
Legislative Code, Chapter 43:02, it does not appear economically repairable and it should be
wrecked and removed without delay.

All repairs and new installations must be made in accordance with the appropriate codes.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to current National Electrical Code (N.E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A
permit is required for any repair or new installation. Permits may be obtained from the
Building Inspection and Design Division, Room 445, City Hall. -
REMEDIAL ACTION
The below list of de�ciencies is not necessarily all the deficiencies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.

3. The steps on the west side are improperly installed.
4. The foundation is cracked, loose, sagging, missing mortar and defective.
5. There is no paint on the exterior of this structure.
6. The doors are deteriorated and defective. The deadbolt locks are rusted, deteriorated
and defective.
7. The storms on the west side are defective and do not fit properly; several are missing.
8. The eaves and trim are deteriorated and rotted.
9. Dry rot is present throughout the exterior wood siding, sill plate of house and garage.
10. The chimney lacks mortar.
