98-584Council File # � 0 `�t� � GreenSheet# Co0 �( �- Presented Referred To MINNESOTA O �/ Committee Date 1 WI�REAS, the International Sister City Program was initiated by the United States of America in 1956 to establish 2 greater friendship and understanding on a person-to-person basis between the people of this country and other 3 nations through the medium of direct personal contact; and 4 WHEREAS, the Sister City Program has been endorsed by the United States for the purpose of the exchanging of 5 ideas between cifies of the United States and the people of other na6ons; and 6 WHEREAS, the City of Neuss, Germany has approached the City of Saint Paul to explore establishment of a formal 7 relationship; and 8 WHEREAS, the current socio-economic climate, as well as similarities between Saint Paul, Minnesota and Neuss, 9 Germany, present special opporiunities far the two cities to initiate educafional, cultural, and commercial exchanges; 10 and ll Wf�REAS, it is appropriate to explore whether an affiliation between 5aint Paul, Minnesota and Neuss, Germany 12 would be mutually beneficial; and 13 WF�REAS, Minnesota Mining and Manufacturing has agreed to assist the City of Saint Paul in pursuing this 14 relationship; 15 NOW, THEREFORE, BE TT RESOLVED, that the City of Saint Paul, Minnesota does hereby resolve to explore 16 the commencement of a formal relationship between the two cities.
