WHEREAS,In 1991 the assessment rate for street paving,including curb and gutter,in connection with the Combined
Sewer Sepazation Program(CSSP) was$19.82 per assessable foot; and
WHEREAS, In 1991 the assessment rate for storm sewer in connection with CSSP was 3.13 cents per square foot for 1
and 2 family dwellings, and 7.82 cents per square foot for all other types of property; and
WHEREAS,In 1991 the assessment rate for the modified lantern style lighdng was$3.50 per assessable foot, and the
alternative bent straw lighting was$2.20 per assessable foot; and
WHEREAS,In 1990 the St.Paul City Council,by resolution,directed that these assessment ra.tes be adjusted yearly,
based on the Minneapolis-St.Paul Urban Consumer Price Index; and
WHEREAS,The most recent Minneapolis-St.Paul Urban Consumer Price Index showed an increase of 3.1% from the
first half of 1990(125.5)to the first half of 1991 (129.4);NOW T�REFORE BE TT
RESOLVED,That in order for the assessment rate to reflect the increased construction costs and benefit to the property
owners,the assessment rate for street paving in connection with the CSSP program is increased 3.1% from$19.82 per
assessable foot to$20.44 per assessable foot for all such CSSP projects approved by Final Order after October 1, 1991
to be constructed in 1992; and
BE IT FURTI-�R RESOLVED,That the assessment rate for storm sewer separation is increased 3.1%from 3.13 cents
per square foot to 3.23 cents per square foot for all 1 and 2 family properties; and from 7.82 cents per square foot to
8.07 cents per square foot for all other types of properties for such projects approved by Fina1 Order after October 1,
1991 to be constructed in 1992; and
BE IT FINALLY RESOLVED,That the assessment rate for the"modified lantern style lighting"is increased 3.1% from
$3.50 to $3.61 per assessable foot, and the alternative"bent straw"lighting is increased 3.1% from$2.20 to$2.27 per
assessable foot for such projects approved by Final Order after October 1, 1991 w be constructed in 1992.
