A RESOLUTION EXTENDING THE OUTDOOR INDUSTRIAL OPERATIONS MORATORIUM FOR A
PERIOD OF 6 MONTHS
WHEREAS, the City Council, in Ordinance #17808, adopted a development
moratorium on February 21, 1991, prohibiting the establishment of any new
business use in the I-2 or I-3 Industrial Districts which requires servicing,
processing, or manufacturing outside of a completely enclosed building; and
WHEREAS, the development moratorium was adopted for six months, with a
provision that it may be extended by the City Council for an additional period
of time, not to exceed an additional six months; and
WHEREAS, the purpose of the development moratorium was to prohibit any
development that might be inconsistent with pending studies and
recommendations of the Planning Commission regarding amendments to the
Comprehensive Plan and Zoning Ordinance concerning the promotion, extent,
location and regulation of industrial activities; and
WHEREAS, the six month moratorium expired on August 21, 1991; and
WHEREAS, the Planning staff has completed draft Comprehensive Plan and zoning
regulations of outdoor industrial activities and the Planning Commission's
Neighborhood Committee will consider the draft Plan and regulations in
September 1991; and
WHEREAS, the Planning Commission is expected to complete it's work on the
amendments by December 1991 for City Council consideration in January 1992;
NOW THEREFORE BE IT RESOLVED, that the City Council finds that the studies and
recommendations of the Planning Commission and the deliberations of the City
Council regarding Comprehensive Plan and zoning ordinance amendments related
to outdoor industrial activity require an extension of time; and

BE IT FURTHER RESOLVED, that the City Council hereby extends the outdoor
industrial activity moratorium for a period of six months (February 21 1992) ,
or until the outdoor industrial activity Plan and zoning ordinance amendments
are adopted by the City Council, whichever is sooner, to allow completion of
Comprehensive Plan and zoning ordinance amendments.
