1 WHEREAS, the Charter Commission of the City of Saint Paul has passed a resolution
2 concerning the structure of the Saint Paul City Council to be added to the ballot of the
3 election on November 5, 1991;

5 THEREFORE BE IT RESOLVED, that the following question be presented to voters:

7 "Shall the Charter of the City of Saint Paul be amended effective the first business day
S of 1994:

10 a) to increase the total number of Councilmembers from seven (7) to nine (9)
11 members; and

13 b) to reduce the total number of Councilmembers representing�
