WHEREAS, on January 12, 1988, the Saint Paul City Council approved a
procedure for re-allocation of Emergency Shelter Grant funds granted to the
City by the U.S. Department of Housing and Urban Development (HUD) (direct
entitlement funds) ; and
WHEREAS, the City Council authorized use of this same procedure to
determine which nonprofit organizations to recommend for funding under the
State of Minnesota's Emergency Shelter Grant program; and
WHEREAS, on June 3, 1991, a review of funding requests was conducted in
accordance with the approved procedure by the Emergency Shelter Grant Review
Team and the following recommendations for funding were made:

FURTHER RESOLVE, that the City Council releases the expenditures of
the Emergency Shelter Grant Funds to all residential programs that
have a Special Condition Use Permit on file as a transitional living
facility or emergency shelter or are located in the downtown area.
The allocation of funds will be withheld from any Residential Program
without a permit until they have aquired one;
BE IT FINALLY RESOLVED, that if any organization recom�[iended for funding
fails to meet the qualifications, that the Planning and Economic
Development staff will propose a revised allocation for consideration
by the St. Paul City Council.

WHEREAS, the Review Team further acknowledges that none of the
applicants were funded in their entirety.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of
Saint Paul hereby accepts and approves these recommendations for expenditure
of Emergency Shelter Grant funds; and be it
FURTHER RESOLVED, that the City Council authorizes the appropriate City
staff to enter into contracts with the above organizations in accordance with
state and federal rules and City regulations; and be it
FURTHER RESOLVED, that the City Council adopts the following changes to
the 1991 budget.
