This resolution is based on the record of proceedings before the Administrative Law Judge, including the hearing on July 24, 1991, the documents and exhibits introduced therein, and the deliberations of the Council in open session on August 22, 1991. The Findings of Fact and Conclusions of Law of the ALJ, as amended, are expressly incorporated in and made a part of this Resolution.
