WHEREAS, the Division of Public Health of the Department of Community Services of the City
of Saint Paul has determined that each of the structures identified in this Resolution constitute
a "nuisance" in accordance with Chapter 45 of the Saint Paul Legislative Code; and
WHEREAS, the known owners, interested parties and responsible parties have been served, in
the manner set forth in the Ordinance, with an Order to either repair each of the structures or
have them demolished; and
WHEREAS, the public is required to be put on notice of the pending action by the Division of
Public Health; now, therefore, be it
RFSOLVED, the Council of the City of Saint Paul hereby directs the Division of Public Health
to file with the City Clerk, a copy of the Orders it has issued regarding the following described
structures and properties, which have been determined to constitute a nuisanee:

Two story, wood frame, condemned, boarded, vacant, fire damaged, duplex
residential dangerous structure
Holcombe's Addition to Saint Paul, Lot 26, Blk 8
Dear Sir or Madam:
The Division of Public Health has determined that the above noted building is a dangerous
structure, which Chapter 45 of the Saint Paul Legislative Code defines as:
"any structure which is potentially dangerous to persons or property including but not
limited to:
(a) a structure which is in danger of partial or complete collapse; or
(b) a structure which has any exterior parts such as chimneys, eaves, porches,
siding, railings, or trim which are loose or in danger of falling; or
(c) a structure which has any parts such as porches, stairs, ramps, rails, balconies,
or roofs which are accessible and which are either collapsed, in danger of
collapsing, or unable to support a person."
The Ordinance further states that a dangerous structure is a nuisance and it may be ordered
to be demolished and removed by the City. If you do not want to have the City begin action
to have the building demolished and removed you are hereby notified that the attached list of
deficiencies must be repaired or you must have the building demolished and removed on or
before September 8, 1991.

If you are unable to finance the correction or rehabilitation of the premises to comply with
this order, there are state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
If you sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven (� days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of this pending action by
the Division of Public Health.
Any repair or demolition must be completed in accordance with all applicable laws.
If the work is not completed or if you have not had the building demolished and removed by
the above date, the Division of Public Health will refer this matter to the City Council to
receive authority to demolish and remove the building. All costs incuned in the wrecking the
building will be charged against the real estate as a special assessment to be collected in the
same manner as taxes. The City Council will schedule public hearings to consider if the
building should be demolished and removed. If public hearings becomes necessary, you
will be notified of the times and dates of the hearings and you will be allowed to present
evidence to the City Council. A copy of this order will be kept on file in the City Clerk's
Office and a Resolution declaring this property to be a nuisance shall be on file in the
Ramsey County Recorder's Office. Compliance with the attached list of deficiencies will
remove your building from the list of dangerous structures, but it does not mean that the
building complies with all applicable housing and building codes.
The date for compliance with these orders shall not be extended unless you receive written
approval from the Division of Public Health.
If you wish to have the City demolish and remove your building, you may do so by
requesting a consent from be sent to you from our office to sign and return to the Division of
Public Health. However, please be aware that all owners and interested parties must sign a
Consent to Raze form before the City can demolish and remove the building without a City
Council order. Also be aware that the cost of the demolition if performed by the City,
would become a special assessment against the property.

All repairs and new installations must be made in accordance with the appropriate codes.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to current National Electrical Code (N.E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A
permit is required for any repair or new installation. Permits may be obtained from the
Building Inspection and Design Division, Room 445, City Hall.
REMEDIAL ACTION
The below list of deficiencies is not necessarily all the deficiencies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.
Interior
1. The inspector was unable to inspect the basement, attic, electrical service, and heating
system due to the extensive fire damage and accumulation of fire debris and residue.
2. The kitchen has smoke, fire and water damage throughout. There are broken and
missing windows with an accumulation of fire debris throughout the first and second
floor.
3. The living and dining rooms have smoke, fire and water damage. The carpet is
soiled and covered with broken glass. There are broken and missing doors and
windows.
4. The interior hallways and stairs are smoke and water damaged.
5. The bathroom is totally fire damaged.
6. The sleeping rooms and closets are smoke and water damaged.

13. The porches and decks are sagging with deteriorated wood.

The Division of Public Health, Housing Code Enforcement Section of the City of Saint Paul,
Minnesota has determined that the dwelling and premises at 637 Laruel Avenue is "Unfit for
Human Habitation". In accordance with Saint Paul Legislative Code, Chapter 34, Section
19, the premises will be placarded on August 9, 1991 and ordered vacated no later than
August 9, 1991.
Your attention is called to the following provisions of Section 34.19, Subsections E and F
entitled, "Vacation of Condemned and Placarded Dwellings":
"Any dwelling or multiple dwelling which has been condemned and
placarded Unfit for Human Habitation by the enforcement officer shall be
vacated within a reasonable time as required by the enforcement officer,
and it shall be unlawful for any owner or operator to let to any person for
human habitation said dwelling, multiple dwelling or dwelling unit; and no
person shall occupy said dwelling or multiple dwelli.ng unit which has been
condemned and placarded by the enforcement officer after the date set
forth in the placard of condemnation." �

that these violations have been conected, and that this/these dwelling(s) have been made to
comply with all applicable provisions of the Housing Code and all other applicable existing
laws.
All repairs and new installations must be made in accordance with the appropriate codes.

One story, condemned, boarded, abandoned, vandalized, dilapidated, deteriorated,
wood frame, single family residential structure with a dangerous detached garage
Smiths Subd of Blks 9 10 15 and 16 Lot 16 Blk 10
Dear Sir or Madam:
The �ivi�ion of Public Health has determined that the above noted building is an abandoned
building, which Chapter 45 of the Saint Paul Legislative Code defines as:
"any building or portion of a building which has stood with an incomplete exterior
shell for longer than three (3) years or any building or portion thereof which has
stood unoccupied for longer than one (1) year and which meets one or more of the
following criteria;
(a) Unsecured, or
(b) boarded, or
(c) having multiple exterior Housing Code or Building Code violations, or
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint
Paul Legislative Code."
The Division of Public Health has also determined that there is a dangerous structure in the
form of a dangerous detached garage accessory to the above noted building, which Chapter
45 of the Saint Paul Legislative Code defines as:
"any structure which is potentially dangerous to persons or property including but not
limited to:
(a) a structure which is in danger of partial or complete collapse; or

(b) a structure which has any exterior parts such as chimneys, eaves, porches,
siding, railings, or trim which are loose or in danger of falling; or
(c) a structure which has any parts such as porches, stairs, ramps, rails, balconies,
or roofs which are accessible and which are either collapsed, in danger of
collapsing, or unable to support a person."
The ordinance further states that an abandoned building and a dangerous structure are both
nuisances and may be ordered demolished and removed by the City.
NOTICE: If you do not want to have the City begin action to have the buildings torn
down, then the attached list of de�iciencies must be repaired or you must demolish and
remove the buildings on or before September 8, 1991.
If you are unable to finance the correction or rehabilitation of the premises to comply with
this order, there aze state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
If S ou sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven (� days of such action, provide the Division of I'ublic
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of this pending action by
the Division of Public Health.
Any repair or demolition must be completed in accordance will all applicable laws.
If the rehabilitation work is not completed or if you have not demolished and removed the
house and the dangerous detached garage by the above date, the Division of Public IIealth
wili refer this matter to the City Council to receive authority to have the house and the
dangerous detached garage demolished and removed. All costs incuned in wrecking and
removing the buildings will be charged against the real estate as a special assessment to be
collected in the same manner as taxes. The City Council will scherlule public hearings to
consider the necessity and advisability of ordering the buildings repaired or demolished and
removed. If public hearings become necessary, you will be notified of the times and dates of
the hearings and you will be allowed to present evidence to the City Council.

A copy of this order will be kept on file in the City Clerk's Office and a resolution declaring
this property to be a nuisance shall be on file in the Ramsey County Recorder's Office.
Compliance with the attached list of deficiencies will remove your building from the list of
abandoned buildings but it does not mean that the buildings comply with all applicable
housing and building codes.
The date for compliance with these orders shall not be extended unless you receive written
approval from the Division of Public Health.
If you wish to have the City demolish and remove your house and the dangerous deta.ched
garage, you may do so by requesting a consent form be sent to you from our office to sign
and return to the Division of Public Health. However, please be aware that all owners and
interested parties must sign a Consent to Raze form before the City can demolish and remove
the buildings without a City Council order. Also be aware that the cost of the demolition, if
performed by the City, would become a special assessment against the property.

All repairs and new installations must be made in accordance with the appropriate co�es.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to cunent National Electrical Code (N.E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A
permit is requiretl for any repair or new installation. Permits may be obtained from the
Building Inspection and Design Division, Room 445, City Hall.
REMEDIAL ACTION
The below list of deficiencies is not necessarily all the deficieneies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.
Basement
1. There are old unused and rusted water heaters and an incinerator.
2. There are rodent holes in the basement.
3. The stairs have insufficient tread depth and excessive tread rise.
4. The foundation walls are cracked, bulged and defective.
5. The walls and floors are wet and damp.
6. The beams, plates and sills contain dry rotted support members and are defective..
7. The basement door is missing.
Electrical Service
8. The service size of 60 amps is overfused with unlawful additions and defective.
9. The wiring, outlets and fixtures are inadequate, insufficient and defective.
10. The lights, switches and outlets are inoperable and defective.

Plumbing System
11. There were no floor drains or covers seen.
12. The drain, waste and vent piping is leaking and defective.
13. The water piping is leaking and disconnected and defective.
14. The gas piping is disconnected, missing, defective and the meter is gone.
15. The water heater is disconnected, defective and beyond useable life.
16. The water heater venting is disconnected, defective and there is an open chimney
vent.
Heating System
17. The gas, conversion-gravity heater is rusted out, defective and beyond its usable life
and need replacement. The gas meter has been removed and needs new gas piping.
The combustion venting is disconnected and defective.
Kitchen
18. The walls and ceiling are vandalizerl and punched in.
19. The floor is worn and deteriorated.
20. The cabinets and counters are improperly installed, dilapidated and defective.
21. The electrical outlets and fixtures are inoperable, defective and are insufficient in
number.
22. The faucet is broken and the sink is not vented.
23. The stove and refrigerator are valueless, dirty and defective.
24. The windows and doors are broken, boarded with no storms or screens.

40. The exterior walls and sidings contain four different types of siding - vinyl, metal,
wood and asphalt - all deteriorated and defective.

41. The doors are lacking deadbolts and the doors and windows are totally boarded and
need replacement.
42. The eaves and trim are rotted, open to the elements and contain bird nests and bee
hives.
43. The roof is sagged with evidence of support problems, has two layers, missing
shingles, is worn out and needs replacement.
44. The chimney is patched.
45. The exterior light is improperly installed and inoperable.
Single Car Detached Garage
46. The roof is worn out and missing shingles.
47. The siding is rotted, defective with peeling paint.
48. The doors and windows are boarded.
49. The walls are out of plumb.
Yard Areas
50. There is a dilapidated fence in the yard. The yard is unkept containing weeds, refuse
and overgrown bushes.
Energy Information
51. The walls are lacking insulation and storm windows and doors are missing.
General
52. This house is very deteriorated and dilapidated, continually being vandalized, broken
into and being used by vagrants.
53. See attached list of deficiencies dated January of 1990 that resulted in the structure
becoming condemned at "Unfit for Human Habitation".
54. Lack of basic facilities.
