RESOLVED, that the Licensee, Asian Auto Tech, Inc. dlbla Asian Auto `fech (License
ID No. 24311), located at 874 Maryland Avenue East in Saint Paul is hereby ordered to pay a
fine of $500.00 for repeated violations of restrictions originally placed on the license, specifically
restrictions: 1.) "No more than 18 vehicles shall be pazked out doors on the lot."; 3.) "All
vehicles parked outdoors on the lot must be completely assembled with no parts missing."; and
5.) "No repair of vehicles may occur on the exterior of the lot or in the public right-of-way."
Said fine shall be paid to the Office of License, Inspections and Environmental Protection
within thirty (30) days of the adoption of this resolution by the Council and signaiure by the
Mayor.
This resolution and the action of the Council in this matter are based upon the facts
contained in the No6ce of Violation letter to the licensee, the compliance report, and such
arguments as may have been presented to the Council at the public hearing. The facts were not
contested by the licensee.

It is my pleasure to respond to your lener date May 19,1998 regarding an action against my Auto Repa'u
license.
I understand that during your inspection on March 9, 1998 and May 8, 1998, it was full of vehicles on the
]ot for repairing. During the month of Mazch to May of ] 998, I was out of the counhy and understand my
brother and brother-in law could have been acepting too many vehicles for repair and some of the vehicles
is having hazd rime to get pan for. The other hand, they need to supervise ciosely and monitor my schedule
because they aze hazdly understand the rules and regulation I ha�e with your department.
I am now taking a hard step to train both of tbem and I will be on the spot to monitor zhe matter until
everyone of us understand the rules so this matter won't happen again. I haue no contesring the fact and
hope you will forgive me for the mazter. Again, I will enforce the niles and reguiation in the future so we
can work together. I am now stazting to get evecy vehictes on the lot repair and ratum to the owner as soon
as posible. [1ny vehicle I can't repair will have the owner to pick it up.
I am appreciate anything you can help me with this matter. This is my first rime to face such problem,
please forgive me.

I am in receipt of information that could lead to adverse action against your Auto Repair Gazage
license. The basis for the adverse action is:
On March 9,1998, an inspection was performed by the licensing office. During
this inspection you were found to be in violarion of condition #3 of your license,
which states in part that, °All vehicles parked ont doors on the lot must be
completely assembled with no parts missing." Vehicles which were missing
parts, were observed during the inspection.
Additionally, during the March 9, 1998 inspecrion, you were found t
violation of condition #1 of your license, which states in part that, "N
than 18 vehicles shall be parked out doors on the lot.° At the time
inspection, 30 vehicles were parked in the outdoor lot.

license, which states in part tbat "No repair of vehicles may occur on the
exterior of the lo�" During this inspection, people were observed working on a
vehicle parked in the out door parking lo�.
Additionally, during the Apri18,1998 insgection, you were again found to be in
violation of condition #1 of your license, when over 30 vehicles were observed
parked in the outdoors lot.
On May 8, 1998, you were again found to be in violation of condition number
i of your license, when over 18 vehicles were observed in your parking lot.

If you do not dispute the above facts, please send me a letter with a statement to that effect. The
matter will then be scheduled for a hearing before the St. Paul City Council to detern�ine what
penalty, if any, to impose. You will have an opportunity to appear and speak on your own behalf,
or to have someone appear there for you I��ill need a letter from you saying that you do not dispute
the facts, to present this matter d'uectly to the City Council.
On the other hand, if you w�sh to dispute the above facts, I will schedule an evidentiary hearing
before an Administrative Law Judge (AL.�. If you wish to have such a hearing, please send me a
]etter stating that you aze contesting the facts. You wiil then be sent a"Notice of Hearing;' so you
will know when and where to appear, and what the basis for the hearing will be.
In either case, you should contact me Rzthin ten days from the date of this letter to let me know
how you would like to proceed. If I have not heard from you by Friday, May 29, 1998, I will
assume that you are not contesting the facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

An inspection of your licensed property on March 9,1998 revealed that you are substantially out
of compliance with the condition ofyour auto repair license.
I have attached a copy of the license conditions approved by the city council. As we discussed, I
am givin� you ten (10) day to bring this lot into compliance. Failure to do so will result in adverse
action against your license with possible fines,suspension or revocation ofthis license.
At the time of my inspection I counted over 30 vehicles some in the back that looked to be
inoperable. As stated in the condition you are allowed to have no more than 18 vehicles parked
outdoors on the lot and no long term storage of vehicles.
This is a serious matter please take appropriate action to correct the violation of your license
conditions. If you have any questions feel free to contact me at 266-9110.

I am in receipt of information that could lead to adverse action against your Auto Repair Gazage
license. The basis for the adverse action is:
On March 9,1998, an inspection was performed by the licensing office. During
this inspection you were found to be in violarion of condition #3 of your license,
which states in part that, °All vehicles parked ont doors on the lot must be
completely assembled with no parts missing." Vehicles which were missing
parts, were observed during the inspection.
Additionally, during the March 9, 1998 inspecrion, you were found t
violation of condition #1 of your license, which states in part that, "N
than 18 vehicles shall be parked out doors on the lot.° At the time
inspection, 30 vehicles were parked in the outdoor lot.

On April 8, 1998, you were found to be in violation of condition #5 of your
license, which states in part tbat "No repair of vehicles may occur on the
exterior of the lo�" During this inspection, people were observed working on a
vehicle parked in the out door parking lo�.
Additionally, during the Apri18,1998 insgection, you were again found to be in
violation of condition #1 of your license, when over 30 vehicles were observed
parked in the outdoors lot.
On May 8, 1998, you were again found to be in violation of condition number
i of your license, when over 18 vehicles were observed in your parking lot.

If you do not dispute the above facts, please send me a letter with a statement to that effect. The
matter will then be scheduled for a hearing before the St. Paul City Council to detern�ine what
penalty, if any, to impose. You will have an opportunity to appear and speak on your own behalf,
or to have someone appear there for you I��ill need a letter from you saying that you do not dispute
the facts, to present this matter d'uectly to the City Council.
On the other hand, if you w�sh to dispute the above facts, I will schedule an evidentiary hearing
before an Administrative Law Judge (AL.�. If you wish to have such a hearing, please send me a
]etter stating that you aze contesting the facts. You wiil then be sent a"Notice of Hearing;' so you
will know when and where to appear, and what the basis for the hearing will be.
In either case, you should contact me Rzthin ten days from the date of this letter to let me know
how you would like to proceed. If I have not heard from you by Friday, May 29, 1998, I will
assume that you are not contesting the facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

An inspection of your licensed property on March 9,1998 revealed that you are substantially out
of compliance with the condition ofyour auto repair license.
I have attached a copy of the license conditions approved by the city council. As we discussed, I
am givin� you ten (10) day to bring this lot into compliance. Failure to do so will result in adverse
action against your license with possible fines,suspension or revocation ofthis license.
At the time of my inspection I counted over 30 vehicles some in the back that looked to be
inoperable. As stated in the condition you are allowed to have no more than 18 vehicles parked
outdoors on the lot and no long term storage of vehicles.
This is a serious matter please take appropriate action to correct the violation of your license
conditions. If you have any questions feel free to contact me at 266-9110.

6. The euisting wood screen fence must be restored along the west and south property property Iines by 7N/97. An inspection of the property reveaied teh
remnants of a wood fence at this tocation. Screen fencing is a requirement of City Ordinance Chapter 62.104(12), The licensee agrees to extend the fence 2s far
out tovrard the sidwalk as will not violate the Citys code and traffic requirements.

RESOLVED, that the Licensee, Asian Auto Tech, Inc. dlbla Asian Auto `fech (License
ID No. 24311), located at 874 Maryland Avenue East in Saint Paul is hereby ordered to pay a
fine of $500.00 for repeated violations of restrictions originally placed on the license, specifically
restrictions: 1.) "No more than 18 vehicles shall be pazked out doors on the lot."; 3.) "All
vehicles parked outdoors on the lot must be completely assembled with no parts missing."; and
5.) "No repair of vehicles may occur on the exterior of the lot or in the public right-of-way."
Said fine shall be paid to the Office of License, Inspections and Environmental Protection
within thirty (30) days of the adoption of this resolution by the Council and signaiure by the
Mayor.
This resolution and the action of the Council in this matter are based upon the facts
contained in the No6ce of Violation letter to the licensee, the compliance report, and such
arguments as may have been presented to the Council at the public hearing. The facts were not
contested by the licensee.

It is my pleasure to respond to your lener date May 19,1998 regarding an action against my Auto Repa'u
license.
I understand that during your inspection on March 9, 1998 and May 8, 1998, it was full of vehicles on the
]ot for repairing. During the month of Mazch to May of ] 998, I was out of the counhy and understand my
brother and brother-in law could have been acepting too many vehicles for repair and some of the vehicles
is having hazd rime to get pan for. The other hand, they need to supervise ciosely and monitor my schedule
because they aze hazdly understand the rules and regulation I ha�e with your department.
I am now taking a hard step to train both of tbem and I will be on the spot to monitor zhe matter until
everyone of us understand the rules so this matter won't happen again. I haue no contesring the fact and
hope you will forgive me for the mazter. Again, I will enforce the niles and reguiation in the future so we
can work together. I am now stazting to get evecy vehictes on the lot repair and ratum to the owner as soon
as posible. [1ny vehicle I can't repair will have the owner to pick it up.
I am appreciate anything you can help me with this matter. This is my first rime to face such problem,
please forgive me.

matter will then be scheduled for a hearing before the St. Paul City Council to detern�ine what
penalty, if any, to impose. You will have an opportunity to appear and speak on your own behalf,

the facts, to present this matter d'uectly to the City Council.
On the other hand, if you w�sh to dispute the above facts, I will schedule an evidentiary hearing

An inspection of your licensed property on March 9,1998 revealed that you are substantially out
of compliance with the condition ofyour auto repair license.
I have attached a copy of the license conditions approved by the city council. As we discussed, I
am givin� you ten (10) day to bring this lot into compliance. Failure to do so will result in adverse
action against your license with possible fines,suspension or revocation ofthis license.
At the time of my inspection I counted over 30 vehicles some in the back that looked to be
inoperable. As stated in the condition you are allowed to have no more than 18 vehicles parked
outdoors on the lot and no long term storage of vehicles.
This is a serious matter please take appropriate action to correct the violation of your license

remnants of a wood fence at this tocation. Screen fencing is a requirement of City Ordinance Chapter 62.104(12), The licensee agrees to extend the fence 2s far
out tovrard the sidwalk as will not violate the Citys code and traffic requirements.
