WHEREAS, The City Council, pursuant to Chapter 62 of the Administrative Code did hoid a public hearing on
November 29� 1990, in the City Council Chambers for the purpose of establisMiing the Isvel of street and alley
maintenance to be performed in the City of Saint Paul and the amount of senrice charges to be levied aQainst
benefitted property; and
WHEREAS. The Department of Public Works did perform the 1991 street and alley maintenancs services in a
manner as set forth and approved by the City Council and described in the report of the Department of Pubiic
Works; and
WHEREAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public Works has
submitted to the Department of Finance and Management Services a report showing the total cost of street
maintenance to be$15,951,568, a copy of such report has heretofore been delivered to the City Council; now,
therefore, be it
RESOLVED, That the City shall pay$7,925,568 of the cost of streets and alle�maintenance by using
Municipal State Aid ($1,736,800), Trunk Highway Aid ($309,404) County Aid ($387,244), Miscellaneous
Receipts ($299,183), General Fund ($3,395,052) Fund Balance ($297,885), Miscellaneous Grants
($1,500,000); and be it further

at 9:00 A.M. on the 10th day of October 1991, for the purpose of adopting service charges against all
benefitted properties to be collected in the same manner as other real property taxes in 1992, and the
City Clerk is hereby directed to publish notice of this Hearing pursuant tio Minnesota Statute
Chapter 429, and the Department of Finance is hereby directed to mail notices in aocordance with
said Chapter 429.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held on the lOth day of
October 1991 at 9:00 A.M. in the Saint Paul City Council Chaznbers,City Hall and
Court House,Saint Paul,Minnesota. The purpose of the Public Hearing is to
consider the level of service of street maintenance performed in the City of
Saint Paul in 1991 and to ratify the cost of such service to be charged against
benefitted property in accordance with Chapter 62 of the Administrative Code.
The particular service has been performed and the estimated cc>sts as proposed by
the Department of Public Works are as follows:
CL.AS�I-DOWNTOWN OR LOOP S'1_'RFFTS
Descri„�tion:
Class I service has been performed on all downtown or loop st�eets with the
following boundaries: Kellogg Boulevard on the south and west,Eleventh Street
on the north and Broadway on the east.
1991 Level of Services: i
The downtown streets have been swept three times per week a}Zd flushed five
times per week. All routine maintenance,including patching and repairing of
street surfaces,has been performed on an as-needed basis.
Assessment:
All Class I service will be assessed at a rate of .24 per assessable foot.
CLASS II-OUTLYING COMMERCIAL AND ARTERIAL STREETS
Description:
Class II service has been performed on all outlying mmmercial and arterial streets
in the City. These are the major arteries in the City and have both heavy volumes
of vehicular and pedestrian traffic and,in most cases,have business or mmmercial
properties fronting on them. Typical examples would be as follows: University
Avenue,Snelling Avenue,West Seventh Street,East Seventh Street,Rice Street,
Payne Avenue,Arcade Street,Summit Avenue,Grand Avenue,and others. All
of these Class II streets are accurately defined on a map available for viewing in the
Department of Public Works,900 City Hall Annex.
1991 Level of Services:
The Class II streets have been swept or cleaned approximately 1'8 times per season.
All routine maintenance,including patching and repairing of street surfaces,has
been done on an as-needed basis. �'

Under Class II service there are two assessment rates,one comznercial and one
residential. The commercial property rate is 2.23 per assessable foot and the
residential property rate is 1.01 per assessable foot.
CLASS III-ALL RESIDENTIAL STREETS
Descri�tion• '
Class III service has been performed on all residential streets including oiled
streets,paved streets and intermediate type streets.
1991 Level of Services:
Residential streets,including oiled streets,paved streets and intermediate streets
have received a thorough cleaning which included sweeping and flushing.
Patching and repairing has been on an as-needed basis; approximately 120 miles of
oiled streets received a sand sealcoat and approximately 20 mi�es of paved streets
received a chipseal coat. In the fall (weather permitting)leaves will be picked up
from these streets.
Assessment:
Under Class III sexvice there are two assessment rates;one residential and one
commercial. The residential property rate is 1. 1 per assessable foot and the
commercial property rate is 1.61 per assessable foot.
CLASS IV-ALL OILED AND PAVED ALLEYS
Descri�,tion•
Class IV service has been performed on all oiled,paved and intermediate type
alleys within the City.
1991 Level of Services:
All oiled,paved and intermediate alleys have been swept during the season. All
routine maintenance,including patching and repairing of the alley surfaces,has
been performed on an as-needed basis.
Assessment•
Under Class IV service,there are two assessment rates;one mmmercial and one
residential. The mmmercial property rate is�per assessable foot and the
residential property rate is .53 per assessable foot. '

CLASS V AND VI-UNIMPROVED STREETS AND ALLEYS
Descri�tt'on:
Class V and VI service has been performed on unimproved streets and alleys. By
unimproved we mean those streets and alleys that have not been developed for
one reason or another. They are platted City rights-of-way;ho�vever,the abutting
residents have never petitioned for their improvement nor have thexe been any
assessments levied. There are approximately 80 miles of unimproved streets and
100 miles of unimproved alleys in the City. Because they are City rights-of-way,
the City has the responsibility to perform minunal repairs and maintenance work
on them to reduce any hazards or potential hazards.
1990 Level of Services:
The maintenance and repair of these streets and alleys has consisted of patching,
minor blading,placing of crushed rock and other stabilized material in order to
make them passable and reduce hazards.
Assessment:
Under Class V and VI service there are two assessment rates for each class;one
commercial and one residential. The commercial property rate is .61 per
assessable foot and the residential property rate is .41 per assessable foot on
unimproved streets. The commercial property rate is .31 per assessable foot,and
the residential property rate is .21 per assessable foot on unimproved alleys.

Points of Information
Residential property on corner lots will only be assessed for the normal assessment
for the front of the lot.
Residential properties on outlying commercial and arterial streets will be assessed
at the residential rate 1.01 per front foot),commercial properti�s on residential
streets would be assessed at 1.61 per front foot.
Churches and church property would be assessed at the residen#ial rate.
The assessment will be included on your property tax statement in 1992.
