� WHEREAS, the Division of Public I3ealth has requested the City Council to hold public
hearings to consider the advisability and necessity of ordering the repair or wrecking .and
removal of a wood frame, single family house; a large wood frame commercial building; a wood
frame detached garage and a small steel shed which are located on property hereafter referred
to as the "Subject Property" commonly known as 1381 Prosperity Avenue. This property is
legally described as:
Lot 5 Except the West 100 feet, Block 1 Roger's & Hendiicks Acre Lots No. 2.
WHEREAS, baseri upon the records in the Ramsey County Recorder's Office on July 7,
1991 and other information available to the Division of Pub�ic Health on or before 7uly 16,
1991, the following persons are owners, interested and/or respons:ble parties of the Subject
Property: Aloysius Jasper, 1369 Prosperity Avenue, St. Paul, MN 55106.
The addresses of the above noted persons were obtained from various sources including
the Ramsey County tax records, phone books, mortgage companies, �tc.; and
WHEREAS, the Division of Public Health has issued orders identified as an "Abandoned
Building Notice with Dangerous Accessory Structure" dated 7une 4, 1�91 which is attached and
incorporated as part of this Resolurion by this reference. This order was served in accordance
with the provisions of Chapter 45;of the Saint Paul Legislative Code en all owners, interested
and/or responsible parties of the Subject Property then known to the enforcement officer. The
notice and order informed these parties that the wood frame, single family house located on the
subject property is an abandoned building pursuant to Section 45.01, Subd. 1 of the Saint Pat�l
Legislative Code; the large wood frame commercial building; a wood frame detached garage
and a small steel shed located on the Subject Property are dangeroUs structures pursuant to
Section 45.01, Subd. 3 of the Saint Paul Legislative Code; and the buildings are nuisances
pursuant to Sections 45.02, Subd.10 and Subd. 11 of the Saint Paul Legislative Code. The June
4, 1991 order also had attached to it a list of deficiencies regarding the structures on the Subject
Property, said list is attached and incorporated as part of this resolution; and
WHEREAS, the June 4, 1991 order informed all then known owners, interested parties
and responsible parties that they must either repair the structures on the Subject Property by
correcting the list of deficiencies or demolish the buildings, either action to take place by 7uly
4, 1991.

WHEREAS, no action has been taken regarding compliance v�ith the June 4, 1991 notice
and order, and as a result the Division of Public Health request�d that public hearings be
scheduled to take place on Wednesday, August 21, 1991 before the Neighborhood Services
Committee of the Saint Paul City Council to prepare a recommen�iation to be reviewed and
decided on Tuesday, August 27, 1991 by the Saint Paul City Council in considering the
advisability and necessity of ordering the conection of the nuisance conditions through the
rehabilitation or, in the alternative, the demolition and removal of tl►e structures; and
WHEREAS, the above referenced owners, interested and/or re�ponsible parties have been
served notice of the time, place and purpose of the public hearings before the Neighborhood
Services Committee of the City of Saint Paul City Council on Wednesday, August 21, 1991 and
the Saint Paul City Council on 'l�esday, August 27, 1991 in accordance with the provisions of
Chapter 45 of the Saint Paul I.egislative Code; and
WHEREAS, a hearing was held before the Neighborhood Services Committee of the
Saint Paul City Council on Wednesday, August 21, 1991 and all testimony and evidence was
considered by the committee; and
WHEREAS, the Neighborhood Services Committee after i receiving testimony and
evidence, made the recommendation to approve a request by the Division of Public Health to
order the above referenced owners, interested parties and respansible parties and their assigns
to make the Subject Property safe and not detrimental to the public peace, health, safety and
welfare and remove its blighting influence on the community by rehabilitating the structures and
correcting those deficiencies set forth in the list previously referenaed an accordance with all
applicable codes and ordinances, or in the alternative by demoLishing and removing the � ��'
structures arid filli,�g the site in accordance with all applicable codes and oruin . €
rehabilitation or demolition of the structur�s to be completed within one hundr ei / 1�
days of the date of mailing of this resolution; and ���j
WHEREAS, a hearing was held before the Saint Paul City Council on Tuesday, August
27, 1991 and all testimony and evidence including the action taken by the Neighborhood
Services Committee was considered by the Council; and
NOW, THEREFORE, BE IT RFSOLVED that based upor� all of the tesdmony and
evidence presented at the Tuesday, August 27, 1991 hearing, the Saint Paul City Council hereby
adopts the following Findings and Order concerning the structures at 1381 Prosperity Avenue:
l. That since November of 1987 the buildings have been routinely monitored by the �
Nuisance Buildings Code Enforcement Program. �
2. That there are now and have been since November of 1987 multiple exterior
Housing Code or Building Code violations in existence at the Subject Property.

3. That the owners, interested parties and responsible patties of these buildings are
as previously stated in this resolution. These individuals have been properly
served notice of the Wednesday, August 21, 1991 and, the Tuesday, August 27,
1991 hearings concerning these buildings. �
4. That on June 4, 1991 an Abandoned Building Notice with Dangerous Accessory
Structure was sent to the then known owners, interest�tl parties and responsible
parties ordering these persons to either demolish and remove these buildings or
make repairs and cure the list of deficiencies by July 4, 1991.
5. That the order of June 4, 1991 has been disregarded �by the owners, interested
parties and responsible parties.
6. That the wood frame, single family house located on tihe Subject Property is an
abandoned building according to Section 45.01, Subd. l, of the Saint Paul
Legislative Code in that it is "a building or portion thereof which has stood
unoccupied for longer than one (1) year" and during that period of time has been
either "unsecured" or "boarderi" or has had "multiple �xterior Housing Code or
Building Code violations".
7. That the wood frame, single family house located on 'the Subject Property is a
nuisance as defined according to Saint Paul Legislative Code Secti�n 45.02, Subd.
11, in that it is an abandoned building located in the City of Saint Paul that has
created a dangerous or unhealthy condition or which ttzreatens the public peace,
health, safety or sanitary condition of the City or wliich is offensive or has a
blighting influence on the community.
$. That the large wood frame commercial building; a wo�d frame detached garage
and a small steel shed located on the Subject Property are dangerous structures
according to Section 45.01, Subd. 3 of the Saint Paul Legislative Code in that it
is "a structure which is potentially dangerous to persor�s or property".
9. That the large wood frame commercial building; a wood frame detached garage
and a small steel shed located on the Subject Property are nuisances as defined
according to Saint Paul Legislative Code Section 45.02, Subd. 10, in that the
dangerous structures located in the City of Saint Paul have created a dangerous
or unhealthy condition or which threatens the public peace, health, safety or
sanitary condition of the City or which is offensive or,has a blighting influence
on the community. �'
10. That the costs of abatement of these nuisances are estimated to exceed two
thousand dollars ($2,000.00) or the abatement involves demolition of a building
other than a structure accessory to a residential building.

ORDER
The Saint Paul City Council hereby makes the following order: I
�1. The above referenced owners, interested arties and res I nsible arties and their

assigns shall make the Subject Property safe and not detrimental to the public
peace, health, safety and welfare and remove :its blighting influence on the
community by rehabilitating these buildings and correcting those deficiencies set
forth in the list previously referenced in accordance with all applicable codes and
ordinances, or in, the alternative by demolishing and removing the buildings and
filling the site in accordance with all applicable codes and ordinances. The
rehabilitation or demolition and removal of these buildings must be completed
within one hundred eighty (180) days of the date of mailing of this resolution.
2. If the above corrective action is not completed within the one hundred eighty
(180) day time period, the proper City officials of the City of Saint Paul are
hereby authorized to take whatever steps are necessary to demolish and remove
these buildings and fill the site and charge the costs incurred against the Subject
Property pursuant to the provisions of Section 45.08 of the Saint Paul I.�gislative
Code.
3. In the event the buildings are to be demolished and removed by the City of S�int
�aul, alI personal property or fixtures of any kind wl�ich shall unreasonably
interfer� with the demolition and removal shall be remov�d frum the buildings by
the owners, interested parties and/or responsible parties by ttre end �f the onP
hundred eighty (180) day time period. If the personal property is not so
re��ved; the City of Saint Paul shall remove and dispose of such �,r��crt; ��a
fixtures as is provided by law. '
4. IT IS FURTHER ORDERED that a certified copy of this resolution and the
incorporated order and list of deficiencies be mailed to thle last known address of
the owners, interested parties and responsible parties pursuant to Section 45.11,
Subdivision (5).

The Saint Paul City Council hereby makes the following order:

period, the proper City officials of the C' of Saint P�ul are hereby authoriz�
to.take whatever steps are necessary to emolish and remove these buildings and
fill the site and chazge the costs incu ed against the Si�bject Property pursuant
to the provisions of Section 45.08 o the Saint Paul Legislative Code.
3. In the event the buildings are to b demolished and removed by the City of Saint
Paul, all personal property or ixtures of any kind wrhich shall unreasonably
interfere with the demolition removal shall be removed from the buildings by
the owners, interested parties d/or responsible parties by the end of the thirty
(30) day time period. If th personal property is not �o removed, the City of
Saint Paul shall remove and ispose of such property and fixtures as is provided
by law. '
4. IT IS FURTFiER ORD that a certified copy oR this resolution and the
incorporated order and li t of deficiencies be mailed to the last known address of
the owners, interested p 'es and responsible parkies pursuant to Section 45.11,
Subdivision (5).

Dear Sir or Madam: '
The Division of Public Health has determined that the above noted wood frame, single
family house and the large wood frame commercial building are abandoned buildings, which
Chapter 45 of the Saint Paul Legislative Code defines as: !
any building or portion of a building which has stood with 'an incomplete exterior
shell for longer than three (3) years or any building or portion thereof which has
stood unoccupied for longer than one (1) year and which m�ets one or more of the
following criteria;
(a) Unsecured, or
(b) boarded, or j
(c) having multiple exterior Housing Code or Building Code violations, or
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint
Paul I.egislative Code." �
The Division of Public Health has also determined that there are da�gerous structures in the
form of a wood frame, detached garage and a small steel shed acce sory to the above noted
buildings, which Chapter 45 of the Saint Paul Legislative Code defi�es as:
"any structure which is potentially dangerous to persons or p�operty including but not
limited to:

(a) a structure which is in danger of partial or completel collapse; or
(b) a structure which has any exterior parts such as chimneys, eaves, porches,
siding, railings, or trim which are loose or in dange� of falling; or
(c) a structure which has any parts such as porches, stairs, ramps, rai.ls, balconies,
or roofs which are accessible and which are either cpllapsed, in danger of
collapsing, or unable to support a person."
The ordinance further states that an abandoned building and a dangerous structure are both
nuisances and may be ordered demolished and removed by the City.
NOTICE: If you do not want to have the City begin action to have the buildings torn �
down, then the attached list of deficiencies must be repaired or'you must demolish and
remove the buildings on or before July 4, 1991.
If you are unable to finance the correction or rehabilitation of the premises to comply with �
this order, there are state and local rehabilitation programs for whieh you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. jAsk to speak to a loan
officer.
If you sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven (� days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of t$is pending action by
the Division of Public Health.

Any repair or demolition must be completed in accordance will all applicable laws.
If the rehabilitation work is not completed or if you have not demolished and removed the
house and a wood frame, detached garage and a small steel shed by i the above date, the
Division of Public Health will refer this matter to the City Council to receive authority to
have the house and a wood frame detached garage and a small steel shed demolished and
removed. All costs incuned in wrecking and removing the building�s will be charged against
the real estate as a special assessment to be collected in the same m�nner as taxes. The City
Council will schedule public hearings to consider the necessity and advisability of ordering
the buildings repaired or demolished and removed. If public hearings become necessary, you
will be notified of the times and dates of the hearings and you will Ue allowed to present
evidence to the City CounciL

A copy of this order will be kept on file in the City Clerk's Officeland a resolution declaring
this property to be a nuisance shall be on file in the Ramsey Count Recorder's Office.
Compliance with the attached list of deficiencies will remove your �uilding from the list of
abandoned buildings but it does not mean that the buildings comply with all applicable
housing and building codes. '
The date for compliance with these orders shall not be extended unfess you receive written
approval from the Division of Public Health.
If you wish to have the City demolish and remove your house and a wood frame detached
garage and a small steel shed, you may do so by requesting a congent form be sent to you
from our office to sign and return to the Division of Public Health. However, please be
aware that all owners and interested parties must sign a Consent to jRaze form before the
City can demolish and remove the buildings without a City Council order. Also be aware
that the cost of the demolition, if performed by the City, would beqome a special assessment
against the property. '

All repairs and new installations must be made in accordance with �he appropriate codes.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to current National Electrical Code ( .E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures an�/or piping involved. A
permit is required for any repair or new installation. Permits may Ibe obtained from the
Building Inspection and Design Division, Room 445, City Hall.
House !
1. The roof is deteriorated and sagged. '
2. The interior of the house is gutted, exposing wall studs and plaster lath.
3. There are holes in the eaves and soffits open to squirrels an¢i birds.
4. The house is full of junk, collected materials, steel, etc. an�i a repulsive musty odor
is emanating from this house. '
5. The south side wall is bowed and defective and has rotterl arid exposed wood sill
plates.
6. The brick chimney is defective at the roof line and is missing bricks at the top of the

On June 4, 1991 the Division of Public Health mailed an order to the then known owners,
interested parties and responsible parties of the buildings requiring �at the buildings be
either repaired, by conecting the attached list of deficiencies, or de�nolished on or before
7uly 4, 1991.

Inasmuch as the order has not been completed to the satisfaction of this Division and the
continued abandoned and dangerous conditions of the buildings cont�ibutes a blighting
influence and potential hazard to the neighborhood, it is the recomrr�endation of this Division
that the City Council pass a resolution ordering the owners, interested and/or responsible
parties to either repair or demolish and remove the buildings in a tirpely manner to the
satisfaction of the City.
In the event the owners, interested and/or responsible parties fail to Icomply with the Council
Resolution, the Division of Public Health should be authorized to d�molish and remove the
buildings and assess all costs incuned in the demolition and removal against the real estate as
a special assessment to be collected in the same manner as taxes. '
This matter will have a Public Hearing before the Neighborhood Services Committee as well
as the full City Council. I

. WHEREAS, the Division of Public Health has requested the City Council to hold public
hearings to consider the advisability and necessity of ordering 'the repair or wrecking and
removal of a wood frame, single family house; a large wood frame r�ommercial building; a wood
frame detached garage and a small steel shed which are located on property hereafter referred
to as the "Subject Property" commonly known as 1381 Prosperit�y Avenue. This property is
legally described as: �

WHEREAS, based upori the records in the Ramsey County �ecorder's Office on July 7,
1991 and other information available to the Division of Public Health on or before July 16,
1991, the following persans are owners, interested and/or respor�sible pa��ties of tr�e Subject
Froperty: Aloysius Jasper, 1369 Prosperity Avenue, St. Paul, MIV �5106.
The addresses of the above noted persons were obtained from various sources including
the Rar►;sey County tax records, pi�one books, mortgage cc�mpani�s, etc.; and
WHEREAS, the Division of Public Health has issued orders'identified as an "Abandoned
Building Notice with Dangerous Accessory Structure" dated 7une 4� 1991 which is attached and
incorporated as part of this Resolution by this reference. This order was served in accordance
with the provisions of Chapter 45 of the Saint Paul Legislative Cdde on all owners, interested
and/or responsible parties of the Subject Property then lrnown to the enforcement officer. The
notice and order informed these parties that the wood frame, single'family house located on the
subject property is an abandoned building pursuant to Section 45.0�1, Subd. 1 of the Saint Paul
Legislative Code; the large wood frame commercial building; a wood frame detached garage
and a small steel shed located on the Subject Property are dang�rous structures pursuant to
Section 45.01, Subd. 3 of the Saint Paul I.egislative Code; and the buildings are nuisances
pursuant to Sections 45.02, Subd.10 and Subd. 11 of the Saint Paul�Legislative Code. The 7une
4, 1991 order also had attached to it a list of deficiencies regarding �he structures on the Subject
Property, said list is attached and incorporated as part of this resol'ution; and
WHEREAS, the 7une 4, 1991 order informed all then known owners, interested parties
and responsible parties that they must either repair the structures lon the Subject Property by
conecting the list of deficiencies or demolish the buildings, either action to take place by 7uly
4, 1991. '�

WHEREAS, no action has been taken regarding complianc�with the 7une 4, 1991 notice
and order, and as a result the Division of Public Health requested that public hearings be
scheduled to take place on Wednesday, August 21, 1991 befor� the Neighborhood Services
Committee of the Saint Paul City Council to prepare a recomm ndation to be reviewed and
decided on �esday, August 27, 1991 by the Saint Paul City �Council in considering the
advisability and necessity of ordering the correction of the nui�ce conditions through the
rehabilitation or, in the alternative, the demolition and removal of the structures; and
WI-�REAS, the above referenced owners, interested and/or responsible parties have been
served notice of the time, place and purpose of the public hearir�gs before the Neighborhood
Services Committee of the City of Saint Paul City Council on Wed�nesday, August 21, 1991 and
the Saint Paul City Council on Tuesday, August 27, 1991 in accordance with the provisions of
- Chapter 45 of the Saint Paul I,egislative Code; and
WHEREAS, a hearing was held before the Neighborhood Services Committee of the
Saint Paul City Council on Wednesday, August 21, 1991 and all testimony and evidence was
considered by the committee; and !
WHEREAS, the Neighborhood Services Committee after receiving testimony and
evidence, made the recommendation to approve a request by the iDivision of Public Health to
order the above referenced owners, interested parties and responsible parties and their assigns
to make the Subject Property safe and not detrimental to the pub�ic peace, health, safety and
welfare and remove its blighting influence on the community by rehabilitating the structures and
correcting those deficiencies set forth in the list previously refer�nced in accordance with all
applicable codes and ordinances, or in the alternative by derr�olishing and removing the
structures and filling the site in accordance with all applicable codes and ordinances. The
rehabilitation or demolition of the structures to be completed within thirty (30) days of the date
of mailing of this resolution; and
WHEREAS, a hearing was held before the Saint Paul City Council on Tuesday, August
27, 1991 and all testimony and evidence including the action taken by the Neighborhood
Services Committee was considered by the Council; and �
NOW, THEREFORE, BE IT RESOLVED that based upon all of the testimony and
evidence presented at the Tuesday, August 27, 1991 hearing, the Saint Paul City Council hereby
adopts the following Findings and Order concerning the structures'at 1381 Prosperity Avenue:
l. That since November of 1987 the buildings have bee�n routinely monitored by the
Nuisance Buildings Code Enforcement Program. I
2. That there are now and have been since Novemb�r of 1987 multiple exterior
Housing Code or Building Code violations in existe�ce at the Subject Property.

3. That the owner ' I
s, interested parties and responsible parties of these buildings are
as previously stated in this resolution. These individuals have been properly
served notice of the Wednesday, August 21, 1991 �nd the Tuesday, August 27,
1991 hearings concerning these buildings. ,
4. That on 7une 4, 1991 an Abandoned Building Notic� with Dangerous Accessory
Structurewas sent to the then known owners, interested parties and responsible
parties ordering these persons to either demolish ar�d remove these buildings or
make repairs and cure the list of deficiencies by July 4, 1991.
5. That the order of June 4, 1991 has been disregarded by the owners, interested
parties and responsible parties. '
6. That the wood frame, single family house located on the Subject Property is an
abandoned building according to Section 45.01, Subd. 1, of the Saint Paul
Legislative Code in that it is "a building or portion thereof which has stood
unoccupied for longer than one (1) year" and during!that period of time has been
either "unsecured" or "boarded" or has had "multip�e exterior Housing Code or
Building Code violations".
7. That the wood frame, single family house located on the Subject Property is a
nuisance as defined according to Saint Paul Legislativ�e Code Section 45.02, Subd.
11, in that it is an abandoned building located in the City of Saint Paul that has
created a dangerous or unhealthy condition or whicli threatens the public peace,
health, safety or sanitary condition of the City or �vhich is offensive or has a
blighting influence on the community.
8. That the large wood frame commercial building; a wood frame detached garage
and a small steel shed located on the Subject Propeirty are dangerous structures
according to Section 45.01, Subd. 3 of the Saint Paul Legislative Code in that it
is "a structure which is potendally dangerous to per�ons or property".
9. That the large wood frame commercial building; a wood frame detached garage
and a small steel shed located on the Subject Prope�ty are nuisances as defined
according to Saint Paul Legislative Code Section 45.02, Subd. 10, in that the
dangerous structures located in the City of Saint Pa�l have created a dangerous
or unhealthy condition or which threatens the public peace, health, safety or
sanitary condition of the City or which is offensive br has a blighting influence
on the community. � � �
10. That the costs of abatement of these nuisances ar� estimated to exceed two
thousand dollars ($2,000.00) or the abatement involves demolition of a building
other than a structure accessory to a residential building.

ORDER
The Saint Paul City Council hereby makes the following order: �
1. The above referenced owners, interested parties and�responsible parties and their
assigns shall make the Subject Property safe and not detrimental to the public
peace, health, safety and welfare and remov� its blighting influence on the .
community by rehabilitating these buildings and correcting those deficiencies set
forth in the list previously referenced in accordance �vith all applicable codes and
ordinances, Q in the alternative by demolishing and� removing the buildings and
filling the site in accordance with all applicable codes and ordinances. The
rehabilitation or demolition and removal of these duildings must be completed
within thirty (30) days of the date of mailing of this, resolution.
2. If the above conective action is not completed within the thirty (30) day .time
period, the proper City officials of the City of Saint Paul are hereby authorized
to.take whatever steps are necessary to demolish and remove these buildings and
fill the site and charge the costs incuned against the Subject Property pursuant
to the provisions of Section 45.08 of the Saint Paul iLegislative Code.
3. In the event the buildings are to be demolished and removed by the City of Saint
Paul, all personal property or fixtures of any kind which shall unreasonably
interfere with the demolition and removal shall be rer,noved from the buildings by
the owners, interested parties and/or responsible parties by the end of the thirty
(30) day time period. If the personal property is not so removed, the City of
Saint Paul shall remove and dispose of such propert� and fixtures as is provided
by law.

4. TT IS FURTHER ORDERED that a certifietl copy of this resolution and the
incorporated order and list of deficiencies be mailed to the last lrnown address of
the owners, interested parties and responsible parkies pursuant to Section 45.11,

(a) a structure which is in danger of partial or com�lete collapse; or
(b) a structure which has any exterior parts such as �himneys, eaves, porches,
siding, railings, or trim which are loose or in dainger of falling; or
(c) a structure which has any parts such as porches,,stairs, ramps, rails, balconies,
or roofs which are accessible and which are either collapsed, in danger of
collapsing, or unable to support a person." '
The ordinance further states that an abandoned building and a dangerous structure are both
nuisances and may be ordered demolished and removed by the ;City.
NOTICE: If you do not want to have the City begin action to have the buildings torn �
down, then the attached list of deficiencies must be repairec� or you must demolish and
remove the buildings on or before Julv 4, 1991. i
If you are unable to finance the conection or rehabilitation of t�e premises to comply with �
this order, there are state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Departrr�ent of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer. ,
If you sell, transfer or convey, in any manner, the ownershilp or responsibility for this
property, you must within seven ('n days of such action, provide the Division of Public
Health wi�h the names and addresses of any new owners or �hesponsible parties.
You must also notify any new owners or responsible parties pf this pending action by
the Division of Public Health.

If the rehabilitation work is not completed or if you have not de�nolished and removed the
house and a wood frame, detached garage and a small steel shed by the above date, the

removed. All costs incurred in wrecking and removing the buil�iings will be charged against
the real estate as a special assessment to be collected in the sam� manner as taxes. The City

will be notified of the times and dates of the hearings and you �vill be allowed to present

this property to be a nuisance shall be on file•in the Ramsey CQunty Recorder's Office.
Compliance with the attached list of deficiencies will remove your building from the list of
abandoned buildings but it does not mean that the buildings co�nply with all applicable
housing and building codes. !
The date for compliance with these orders shall not be extende.Gll unless you receive written
approval from the Division of Public Health.

All repairs and new installations must be made in accordance vwith the appropriate codes.
Permits must be obtained where changes and/or additions to an, electrical system require
upgrading of the service size to current National Electrical Code (N.E.C.) zequirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping i�lvolved. A
permit is required for any repair or new installation. Permits rilay be obtained from the
Building Inspection and Design Division, Room 445, City Hall�.
House
1. The roof is deteriorated and saggeci. '
2. The interior of the house is guttecl, exposing wall studs and plaster Iath.
3. There are holes in the eaves and soffits open to squirrels and birds.
4. The house is full of junk, collectecl materials, steel, etc. ' and a repulsive musty odor
is emanating from this house. �
5. The south side wall is bowed and defective and has rotterd and exposed wood sill
plates. '
