98-55Council Fi1e ORIGINA Presented By RESOLUTION Green Sheet CITY OF SAINT PAUL, MINNESOTA # �g' S'�J # 32171 /5 Referred To Committee: Date 1 2 3 4 WHEREAS, The City of Saint Paul owns and operates a sewer system located inside its 5 boundaries, comprising various lateral, sub-trunk and trunk sewers; pumping stations; flow 6 regulating devices; and other equipment appurtenances; and, 7 8 WHEREAS, The City and the Metropolitan Council has, for many years, been engaged in a 9 program to construct a separated sewer system to minimize the number and volume of 10 combined sewer overflows into the Mississippi River or to eliminate them altogether; and, 11 12 WHEREAS, Some sources of storm water are still connected to the City's sanitary sewer system 13 and are discharged into the Metropolitan Council's sewer system. During periods of snow melt 14 and/or rainfall, storm water is discharged in such amounts that the capacity of the sewer system 15 is exceeded, resulting in the overflow of combined sewage into the Mississippi River; and, 16 17 WHEREAS, Metropolitan Council owns and operates a sewer system located inside and outside 18 the City of Saint Paul, comprising interceptor sewers, pumping stations, flow regulating devices, i 9 treatment works and other equipment and appurtenances; and, 20 21 WHEREAS, The overflows of combined sewage into the Mississippi River are regulated through 22 permits issued by the Minnesota Pollution Control Agency (Agency). Accordingly, the Agency 23 has reissued its NPDES Permit No. MN 0025470 to the City and the Metropolitan Counci� 24 authorizing the continuation of such combined sewer overflows until June 30, 2001; and, 25 26 WHEREAS, the NPDES Permit requires the City of Saint Paul and the Metropolitan Council as 27 joint permittees, to undertake certain actions and programs to efficiently operate and maintain 28 the combined sewer system and to implement the combined sewer overflow abatement plan as 29 described in the permit; and, 30 31 32 33 34 35 36 37 38 39 40 41 42 43 o��. This agreement is similar to a previous amended joint powers agreement which was negotiated as a resuit of the reissuance of the Citys NPDES permit in 1991.
