The specific charge of the CIB Committee is to review proposals for conformance with City Council adopted Capital Allocation Policies. In addition, the Committee considers each proposal in light of its appropriateness for use of capital improvement dollars. _.:;., The CIB Committee does not rate proposals which request financing for humanservice programs. An "NR" rating is used for these proposals. The rating given by the CIB Committee to each proposal, based on a ange of 0 points for low priority to 3 points for high priority, is as follows: PROPOSAL RATING LIBERTY PLAZA STORM DOORS 0 LIBERTY PLAZA PLAYGROUND LIBERTY PLAZA PLAYGROUND II These proposals do not leverage private investment financially or in terms of sweat equity.
