WHEREAS, Layoffs create a great hardship for those workers directly e�cte in ad ion �o those
indirectly affected due to the ability of senior workers to bump ' 'or w k�ers into di�erent jobs,

WHEREAS, the Mayor proposes to implement an ly retire ent incentive package with�:.� ���
following features: '�

1. The program is entirely voluntary. ` I', �i�;
2. The employee must be eligible to recei a r,e 'reme t pension on tl�e actual date of �
retirement or in the case of Police Officers, eligi to ceive a retirement �iension within 3
calendar years of the actual date of retire ent. '�
3. The employee must submit a resi ation fo citing retirement as tlne reason for resign�tx«n
and his/her actual date of retirement, gust 16, 1991 and resign no �
later than September 13, 1991. ��
4. The employee must waive ny and all ' hts to reemployment with tl�e City.
5. Upon retirement, the emplo e will receive, in addition to all other r�ghts and benefits for
which they would be eligible a that ti e, 10% of annual salary at the actual!,ate of retirement plus
1% of annual salary at the actu 1 date retirement for each year of service',over 25.
6. All retirement and severa ce benefit calculations, including this incen�ive pay, shall be based
upon the position held by t m oyee on July 9, 1991. An employee worki g out of title shall
have his/her calculation bas d he position from which he/she previously �eld and not the out of
title position. � �
7. Employees who a signation form on file with the City prior to J�uly 9, 1991 are not ��
eligible for this incentive. � a�f :�

WHEREAS, the early retirement incentive package is designed to pay for its�lf by holding the x, '�
retiring position, or another of equal salary values, open through the end of 1�91, and �.` �� .-

WHEREAS, the affected bargaining units representing City employees have a�reed to this incentive
