Dear Mr. Byrne:
After our telephone conversation of July $, 1991, I do
not wish to contest the serving of a minor at Twister's Bar
on June 20, 1991. � '
My father, Henry R. Troje Sr. , is the sol owner of the
bar. I , Craig P. Troje, manage the bar 100'� as of April 28,
1.991 , when my brother Henry R. Troje Jr. pass d away. Since
th�en I have .taken over management.

The daytime business starts at noon with ne bartender.
His name is Tom Smith. His main job is cleani g sinks and
glassware since our day business is very slow. Tom works
Monday thru Wednesday until 5:00 p.m. , Thursda and Friday
until 8:00 p.m. Tom knows our views on checki g I.D.s and
we have never seen him fail to check. Tom sat down with me
on June 20, 1991 after the officers came to ch ck his I.D.
He is sincere when it comes to his job and one '�of the most ��„��,'
honest bartenders we"ve had. ' . ;:�� �°

We were not sure that he had served a minor until the � �
letter from you arrived. Tom claims he knew all our patrons �;A
that day because as I stated earlier, our day business is ��` ;; 'F�;
very slow. However, anyone can be distracted £or one reason '�`

or another and mistakes do happen, which I am �ure is the s �• �
case here. � -`�-�� �

Tom continues to work for us now and is r ally tough `
on checking I.D.s, even on regular customers. I believe
he knows how serious this is and will continue to do a
better job on watching I.D.s from now on.
Just for your information, I would like t finish by
explaining our evening rautine. �t 8:00 p.m. , Troy Munoz,
my assistant manager comes on duty behind the ar and one
bouncer comes on duty at the front d`oor Sunday thru Wed-
nesday. They both check I.D.s. Thursday - S a urday there
are two bouncers on the door lookirig at I.D.s -�nd two
bartenders doing the same. We are not interes�ed in serving
a minor and try very hard not to. We have actually been
in heated arguments at the fron� door over unbank and Ramsey
County I.D.s. Which we do not accept,

"On June 20, 1991, at about 7:30 p.m. , an em�loyee of the
licensed establishment sold a can of beer to a minor
without checking the age and/or identific tion of the
minor."
If you do not dispute the allegations or facts, or agree that a
violation occurred, but want to have the opport nity to speak to
the Council to argue for the lightest possible penalty under all
the circumstances, please call me at 298-5121 to work out the
procedures.

After our telephone conversation of July 8, 1991, I do , '�

My father, Henry R. Troje Sr. , is the sole wner of the ;;
bar. I , Craig P. Troje, manage the bar 100'� as o April 28,
1991 , when my brother Henry R. Troje Jr. passed away. Since �:

The daytime business starts at noon with one bartender. ;{.,,��
His name is Tom Smith. His main job is cleaning , sinks and "' ���
glassware since our day business is very slow. om works
Monday thru Wednesday until 5:00 p.m. , Thursday d Friday
until 8:00 p.m. Tom knows our views on checking I.D.s and
we have never seen him fail to check. Tom sat d wn with me
on June 20, 1991 after the officers came to chec his I.D.
He is sincere when it comes to his job and one of the most
honest bartenders we"ve had. ,
We were not sure that he had served a minor until the
Ietter from you arrived. Tom claims he knew all our patrons
that day because as I stated earlier, our day bu iness is
very slow. However, anyone can be distracted for one reason
or another and mistakes do happen, which I am sure is the
case here.
Tom continues to work for us now and is rea ly tough
on checking I.D.s, even on regular customers. I believe
he knows how serious this is and will continue t do a
better job on watching I .D.s from now on.
Just for your information, I would like to inish by
explaining our evening routine. �lt 8:00 p.m. , T oy Munoz,
my assistant manager comes on duty behind the b and one
bouncer comes on duty at the front d`oor Sunday t ru Wed-
nesday. They both check I.D.s. Thursday - S atu day there
are two bouncers on the door lookirig at I.D.s and two
bartenders doing the same. We are not interested in serving ;
a minor and try very hard not to. We have actua ly been
in heated arguments at the front door over unban and Ramsey '
County T.D.s. Which we do not accept.

I am in receipt of information that could lead to n action against
all your licenses. The basis for adverse action is that:
"On June 20, 1991, at about 7 :30 p.m. , an empl�loyee of the
licensed establishment sold a can of beer , to a minor
without checking the age and/or identifica`tion of the
minor.'�
