WHEREAS, tfie average age of the City's sanitary sewer system is seventy years old; and
WHEREAS, the sewer system has approached an age where the City must begin a systematic approach
to sewer rehabilitation or face an ever increasing number of emergency repairs, potential failures and
excessive inflow and infiitration of rain and groundwater into the sewer system; and
WHEREAS, Public Works has developed a Sewer System Rehabilitation Plan to complete needed
rehabilitation over twenty years; and
WFIEREAS, the plan is comprehensive, and includes a revised 'mspection program that takes advantage
of new techonology; and
WHEI2FAS, the estimated cost of rehabilitating the sewer system is estimated to be $109 million; and
WHEREAS, Pubiic Works proposes a financing plan that uses general obligauon bonds or low interest
StaCe of Minnesota Rzblic Faciliries Authoriry Loans and current year financing inirially and gradually
moves to using current year financing after 2008; and
WHEREAS, zhis financing plan will not result in significant sewer rate increasas; and
WHEREAS, ihis plan was a key element in the upgrading of the Sewer Utility's bond rating from BBB-
with a negative outlook to a rating of A with a stable oudook.
Now therefore be it RESOLVED, that the City of Saiut Paul approve the Sewer System Rehabilitation
Pian.

infiltration of rain and ground water into the sewer system. In response, Public Works has prepazed a Sewer
System Rehabi]itation Flan to complete need repairs over a twenty year period. The Plan is comprehensive, and
includs a revised inspection program that takes advantage of new technology.
A companion resolution (green Sheet #32173) authorizing Public Works to apply for a PFA Loan to finance this
year's projects is being routed separately.
ADVANTAGESiFAPPqOVED'
A creative financing plan using a combination of low interest loans and current year financing will allow Public
Works to implement the Plan without a need tQ increase Sewer Rates. In addition, the Plan was a key element in
the upgrading of the Sewer UtiliYy's bond rating.
