2 WHEREAS, in concluding their work by May 1, 1998 the City-County Workfarce System Redesign Task
3 Farce reviewed and modified several resolufions before unanimously adopting a final version; and

W��EREAS, an so doing, two recommendations relating to union representation on the Policy Working
Boazd and job security in the event of a merger were dropped out of the final version; Now Therefore Be It
RESOLVED, that the City Council for the City of Saint Paul ask tke Ramsey County Boazd of
Commissioners to include the foilowing items:

� That a commitment be made to the employment protecfion of current City and County employees in
the workforce programs while recognizing that the nahue of the duties assigned and the organization
for which they work may change, and
� That the Policy Warking Boazd be enlarged to include 2labor representatives (1 chosen by affected
Ramsey County staff and 1 chosen by affected City of Saint Paul staffl, and
18 � If the Ramsey County Board of Commissioners agrees to enlarge the Policy Working Board to
19 include union representation, that the City Council of the City of Saint Paul approves Michael Wilde,
20 Business Agent for the Professional Employees Association, as the City's union representarive to the
21 Policy Working Board .

In 1996, the Joint Property Tax Advisory Committee identified merger of the two essentially similar workforce
development programs as one azea to study. In May of this yeaz, the City-County Workforce System Redesign
Task Force recommended establishing a Policy Working Board to work out the detailed plans for a potenfial
merger. The attached resolution asks the County to enlarge the Policy Working Board to include a labor
representative. — - -'
