1 WF3EREAS, the Minnesota Amateur Sports Commission (MASC), via the State General
2 Fund, provides funds to assist political subdivisions of the State of Minnesota for the development
3 of youth sports and recreation programs, and
4 WHEREAS, the City of Saint Paul is an eligible applicant for these funds and desires to
5 submit grant applicarions for the following programs, and
6 Ballfield ImQrovements - Two basebali Fieids at McMurray and one sofiball field at Rice &
7 Arlington will receive unpmvements such as moving backstops, adding outfield fences and
8 reconstructing the infields ($10,000 grant request; $10,000 City match provided).
9 Blackhawks of St. Paul Youth Soccer Outreach - This program will supplement the need-based
10 scholazship program which heips children in financial need enroll in a comprehensive year-
11 round soccer program ($8,000 grant request, $8,000 Blackhawks match provided).
12 Team Participation Fees and Ec�ui ment - Footbali and basketbail teams at Conway Recreation
13 Center will receive assistance in paying for participation fees and updating equipment ($5,000
14 grant request; $2,500 City match provided).
15 Introduction to Sailins - This program offered in partnership with the Wayzata Yacht Ciub
16 Foundation (WYCF) will provide inner ciry youth with the experience of sailing at Lake Phalen
17 and Huriet Island ($5,000 grant request; $2,500 WYCF inatch provided).
18 Tzack Fees and Dues - A program which will defray the costs of ineet fees and membership
19 dues in differem track associations for young track participants at Martin Luther King
20 Recreation Center ($2,500 grant request; no match required).
21 Youth Particination Enhancement - A two gart program which will increase youth participation
22 at Hayden Heights Recreation through the development and 'unplementation of a detailed
23 marketing plan and the establishment of a scholarship fund for center activities ($2,500 grant
