9 WHEREAS, the quality of our urban environment requires that th� City address the
10 problems associated with pollution from automobile emissions such as car1bon dioxide and carbon
11 monoxide; and ',

13 WHEREAS, the City is currently developing a local transit initiativ through development of
14 the Transportation Policy Plan, Transit Access Study, Downtown Transit �ervices Improvement
15 Program, and coordination of transit service improvements during the 19�2 downtown highway
16 construction; and '�,

18 WHEREAS, Saint Paul and Minneapolis were recently selected on� of twelve urban areas in
19 the world to participate in a U.N. sponsored "Urban CO2 Reduction Proj�ct" aimed at developing
20 different strategies and programs for reducing carbon dioxide in urban ar$as; and

22 WHEREAS, including a bicycle transportation policy in the compr�hensive transportation
23 policy to encourage the use of bicycles as an alternative form of transport tion would contribute to
24 solving the many environmental problems associated with automobile emi sions and traffic
25 congestion in the City; and ',

27 WHEREAS, bicycling is a very popular recreational activity for ma�iy residents of the City of
28 Saint Paul; and !

30 WHEREAS, inadequate numbers of properly designed bikeways h �'s decreased the safety of
31 bicyclists, pedestrians, and motorists; and

33 WHEREAS, there is an urgent need to review and, in some cases, amend the City's current
34 traffic and transportation policies to encourage greater use of bicycles wit in the City of Saint Paul .
35 and to make bicycling as safe as possible through good design of roads, p rkways, walking paths;

37 NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul Ci Council hereby adopts
38 the following policies as part of a bicycle transportation safety policy of t e City of Saint Paul to � �
39 help promote safe bicycling as an alternative means of transportation suc that:

41 1) A Bicycle Advisory Board (BAB) be established to provide o going technical and
42 educational advice to ensure safe bicycling in the City.

44 2) The BAB shall have a total of 11 members, seven citizen me bers representing each of
45 the City's seven districts, one member from the Parks Comm ssion, and one member �

5 each from Public Works, PED, and Parks and Recreation. IAII members shall be
6 appointed by the Mayor through the open appointments pr�cess.

8 3) 1'he BAB shall work with the Administration in considerati�n of street and other
9 capital projects as they affect the current Draft Bikeway Sy tem map in the short term.
10 In the long term, the BAB shall help develop the ultimate �ikeway System as part of
11 the revised Parks and Recreation Plan for consideration by Ithe Council.

13 4) The BAB shall work on parking facility development, a con I inuing bicycle safety
14 education program, promotion of city-wide events such as B�ke to Work Week and
15 Citizens Bike Tour, and encouragement of bicycle commutir�g.

17 5) That the City Administration begin the planning and const ction of a city-wide system
18 of bikeways, combining on- and off-road paths, with the pu ose of increasing the
19 number of individuals commuting to work on non-motorize vehicles.

21 6) All new road construction and major street repair on arteri Il and collector streets of
22 the City of Saint Paul include, wherever feasible and safe, p�ovision for appropriately
23 marked bicycle lanes on both sides of the road or, where ap�ropriate, off-road paths.

25 7) All existing parkways within the City of Saint Paul have esta�lished appropriately
26 marked bike lanes on both sides of the road where feasible, or where appropriate, on
27 an off-road bicycle path. I

29 8) All new bridge construction and major bridge rehabilitation lwork, where safe and
30 feasible, provide for appropriately marked bike lanes on one� or both sides of such
31 bridges. I

33 9) All currently combined bicycle/walking paths in the City of aint Paul be modified as
34 quickly as possible so that bicycle traffic is in either a sepaz te off-road bicycle trail or
35 in an appropriately marked bike lane on a roadway adjacent I to a walking path.

37 10) All City-owned facilities provide for adequate safe storage o I bicycles for employees
38 who wish to commute to work on bicycles, where safe and f�ible.

40 11) That zoning ordinances and site plan review requirements b� reviewed and amended
41 where necessary to require that construction or substantial r habilitation of buildings
42 within the City of Saint Paul provide for an adequate storag� of bicycles for employees
43 working within their particular building.

5 12) That prior to submission to the City Council of a specific �lan, funding sources shall be
6 identified. Equally, plans shall also show the impact on p king in the proposed area
7 including, but not limited to, on-street and off-street parki g. Finally, plans shall also
8 evaluate the impact on boulevard trees and usable yard d boulevard space prior to
9 submission to the City Council.

11 BE IT FURTHER RESOLVED, that the City continue to work',with the Regional Transit
12 Board, Metropolitan Transit Commission, and Metropolitan Council in�development of regional
13 transit initiatives consistent with the City's emerging local transit initiat�ve work.
