WHEREAS, Saint Paul has a unique status among Mi esota cities as

RESOLVED, that the City of Saint Paul does hereby ad�pt the "Capital City"
Tourism Initiative Plan, as attached, and will work with various organizations and

"VISIT YOUR CAPITAL CITY:
A TOURISM INITIATIVE FOR SAINT AUL"
As Minnesota's "Capital City", Saint Paul is truly unique City. No other
City in Minnesota has a similar status. As the sta e's capital city, Saint
Paul has a unique relationship with all the residen s of Minnesota and
every other city throughout the state. Saint Paul �s everyone's "Capital
City" . Everyone in Minnesota has a special interest in and, in effect,
"owns a piece of" Saint Paul, the capitol city.
With this unique relationship in mind, Saint Paul should develop a tourism
initiative to market Saint Paul as the State's "Cap'tal City" and which
invites every Minnesotan to "Visit Your "Capital Ci y" .
The City of Saint Paul will work with the Conventio and Visitors Bureau,
the Saint Paul Chamber of Commerce, the Downtown Co ncil, Port Authority,
the Civic Center Authority, Saint Paul Hospitality ssociation, the
Minnesota Restaurants' Association, the District Co ncils, neighborhood
business associations, and other interested parties to develop and
implement Saint Paul 's "Capital City" Tourism Initi tive, entitled "Visit
Your Capital City" .
The "Visit Your Capital City" Tourism Initiative wi 1 begin in the fall of
1991 to coincide with the 150th Anniversary of the �aming of the City of
Saint Paul and will contain among other elements th� following components.
l. LIGHT UP YOUR CAPITAL CITY: Kick off the "Visit your Capital City"
tourism Initiative with "Light Up Your CapitaJ. City" Festival of
Lights during the holiday shopping season this year. This major
event could coincide with the 150th Anniversary of the naming of the
City of Saint Paul and can serve as the kicko�f event for Saint
Paul 's new "Visit Your Capital City" Tourism nitiative.
2 . CAPITAL CITY NEW YEAR'S EVE: As part of the 'Light Up Your Capital
City" Festival of Lights effort, create a spe ial night on New Year's
Eve so people can visit their "Capital City". Saint Paul would make
New Year's Eve and the "Capital City" a famil night out so families
throughout Minnesota could come to the Capita City and have free
sleigh rides throughout the downtown up to th State Capitol for a
tour of the State Capitol, a ride on the Caro sel in Town Square
Park, special "family package" visit to the Minnesota Science Museum
or Minnesota Museum of Art, Minnesota Childre 's Museum, or the
Ordway Theater. !
3 . MINNESOTA TRAIL: The City will build the "Mi�lnnesota Trail" in the
Capital City. The Minnesota Trail would be l�ike Boston's Freedom
Trail and would connect all of Minnesota's important historic and
cultural sites within the Capital City in one� short walking route
starting from the Scott Fitzgerald home on Su�nmit near Dale, past the
J.J. Hill house and museum, the Saint Paul Cathedral, the new History
Center, the State Capitol, past the newly des�igned Capitol Mall, down
Wabasha past the Minnesota Science Museum, t 'e new Minnesota Museum
of Art, the World Trade, down to the Mississ'ppi River. The
Minnesota Trail would be marked with a desig ated walking route and

� � visitors would have a walking tour guide des�ribing all of the
facilities along the Minnesota Trail and their connection to or
significance to Minnesota's history. The Mi nesota Trail would
become Minnesota's "Main Street" in the "Capi al City" .
4 . CIVIC CENTER EXPANSION: The City will expan ' the current Civic
Center to include new convention meeting roo and banquet facilities
to meet the market demand for such improved convention facilities and
retain and expand Saint Paul 's share of the r�egional convention
market. The new "Capital City Center" will eep Saint Paul
competitive as a convention site and allow us to retain our current
share of the regional convention market and e pand our share as the
demand for such regional convention grows. In addition, the banquet
facility on top of the current Civic Center rking Ramp overlooks
the Mississippi River as was proposed by the rchitectural firm
selected by the Civic Center, make the new "C pital City Center" one
of the premier banquet locations in the Twin �Cities metropolitan area
for one night events such as annual awards ba quets for state
associations.
5. RETAIN AND INCREASE THE NUMBER OF EVENTS AT T-�IE SAINT PAUL CIVIC
CENTER: We must work to maintain and increase the number of events
at the existing Saint Paul Civic Center.
(1) The Saint Paul Civic Center must affirm its
mission as a multi-purpose facilit�' which
operates itself with no public operating
subsidy. ,
(2) The City and the Civic Center must put on a
full scale effort to retain the high school
athletic tournaments in 1993 and eyond.
(3) The Civic Center should continue t�o seek the
WCHA and NCAA Hockey Tournaments, and to work
to make Saint Paul the permanent ite for the
NCAA and/or WCHA Tournaments.
(4) The Civic Center should work with the City and
Chamber of Commerce to host a nat'onal or
international amateur hockey invi ational for
either college level, olympic level, or high
school level players.
(5) The Civic Center should add an ad itional
marketing/salesperson to its staf� from its
existing budget to more aggressiv ly
market/sell the Civic Center to f' ll up its
open dates. This new marketing/s lesperson
must coordinate very closely with the
Convention and Visitors Bureau ma�keting
effort.
6 . CAPITAL CITY WEEKEND FAMILY PACKAGES: The City will work with the
Convention Bureau and Science Museum and oth r major visitor
attractions in the City to create "Capital C�ty Weekend Family
Packages" that would bring the entire familylto Saint Paul for a one
or two niaht weekend stay in conjunction witri a visit to one of Saint

' � ' I�aul's main attractions such as the Minne�otalScience Museum. For
example, the Convention Bureau would work wit the Science� Museum to
offer a family package to students and their amilies who come to
Saint Paul to see the Science Museum as part f a school tr.ip, but
the family then could stay over night at one pf Saint Paul 's hotel 's
at a reduced rate and see all of the Saint Pa l attractions�'such as
the new Minnesota Trail, during their stay.
7 . CAPITAL CITY DAYS: The City, Convention Bure�u, and Chamber will
host special "Capital City Days" for neighbor'ng cities and invite
residents from those cities into Saint Paul o certain designated .
days on which those residents can get special discounts at
participating Saint Paul restaurants and stores. For example, the
City would organize "Eagan Day in the Capital' City" and run an
advertisement in the Eagan newspaper inviting all Eagan residents to
visit their Capital City on a designated day, such as a Saturday.
Eagan residents would receive reduced prices �t various participating
restaurants and stores by showing they are an� Eagan resident, using
their driver's license. This "Capital City D ys" Program could be
located throughout the metropolitan area in n ighboring suburbs and
attract large numbers of people to Saint Paul' on a weekend.
8 . CAPITAL CITY EMPLOYEE DAYS: The City will wo�k with the Chamber of
Commerce and Downtown Council, individual sto es in Saint Paul and
downtown service providers to develop a serie� of Capital and City
employee nights to invite people that work in the Capital City and
the downtown Capitol Complex area to shop, ea , or make retail
purchases from downtown businesses. This eff rt might include
Capital City Employee coupon or discount prog am that would give a
special one-time rate to employees working in; the Capital City.
9 . CAPITAL CITY AMBASSADOR PROGRAM: The City will enlist the voluntary
participation from its employees as Capital City Ambassadors selling
the many virtues of Saint Paul. The employees would be invited to
become "Capitol City Ambassadors" , given a s ecial letter with a list
of "selling" points about the Capital City. In addition, all City
employees would be given bumper stickers that would read, "I love
Saint Paul, the Capital City", and invited ta put the bumper stickers
on their cars and wave to assist the City in its marketing effort.
10. CAPITAL CITY OF NEIGHBORHOODS: The City will; work cooperatively with
the District Councils and neighborhood business associations together
with the City's many different ethnic groups, such as those
represented at the International Festival of Nations, to establish
year round International cultural programmin such as ethnic music
and dance. With this approach, there should be some type of
ethnic/cultural programming going on every w ekend in Saint Paul
throughout the year in the downtown area or 'n one of Saint Paul 's
many beautiful ethnically diverse neighborho ds. Each neighborhood
business association or district council wou]�d be asked to work with
the City and other organizations to develop cultural theme which
they would like to develop and market for th ir individual
neighborhoods. This neighborhood approach w uld allow us to involved
neighborhood business associations and district councils in a City-
wide marketing effort and to show many wonde s and values of the
ethnically diverse "Capital City" .

11. SUPPORT EXISTING VISITOR ATTRACTIONS AND U LOP NEW VISITOR
ATTRACTIONS IN THE DOWNTOWN AREA: The City� , ill work to help support
and maintain its many successful visitor att actions throughout the
City such as the Minnesota Science Museum,'�`C o Zoo and Cons�rvatory,
the Children's Museum, Minnesota Museum of �Ar�t, Ordway Theat'er, :and
many other attractions. In addition, the Ci will look to:� expand
and develop new visitor attractions througho the City. .
(1) NEW ENTERTAINMENT COMPLEX IN THE ION DEPOT:
The City will develop a new Enter ainment
Complex in the Union Depot as a major
attraction. The new complex will 'include
among other entertainment attractions at least
two anchor attractions:
(A) RIVERBOAT GAMBLING: The City ill pursue
the necessary legislation for ,
constitutional changes to allolw for
riverboat gambling in the Cit� of Saint
Paul which would allow Minnes a residents
to have the same opportunity or riverboat
gambling as currently exists for
Wisconsin and Iowa residents. Such a law
would also allow reciprocity etween the -
states and allow for riverboatls traveling
from Wisconsin or Iowa into Mi.nnesota to
continue riverboat gambling o 'erations.
Saint Paul officials will als seek
authority for permanent on-si e gambling
on the riverfront in the down own.
(B) OFF-TRACK BETTING ESTABLISHME�IT: The City
will seek to have one of the 1!egislatively
authorized off-track betting ites
established somewhere in down own Saint
Paul. Only three such off-tr ck betting
sites were authorized by the egislature.
Cities that are able to obtair� such a site
will attract a great many visitors from
around the state who are interest in
participating in such off-tra 'k betting.
(2) MINNESOTA MUSEUM OF ART: The Cit will work
for the expansion of the Minnesot Museum of
Art, preferably in a new location !within the
"cultural corridor" on the Minnesdta Trail.
(3) MINNESOTA SCIENCE MUSEUM: The Ci y will work with the
Science Museum to secure necessar operating funding from
the state, as well as other publi and private sources.
The City will also work with the cience Museum to assist
them with any expansion plans the� might have.
(4) ORDWAY THEATRE: The City will wo�k with the Ordway
Theatre and other cultural progra ing organizations and
facilities within the city to sec re stable funding
sources.

the Minnesota Children's Museum to insure that
it remains within the City of Sain Paul
within the downtown "cultural corr'dor" or
neighborhood location that best su'ts the
needs of the Children's Museum. �
(7) RENAME SEVENTH PLACE MALL: The Ci�ty will work
to redevelop and reinvigorate the eventh
Place Mall area as the center of e tertainment ��:>-
related activities, such as restau ants,
theatre, and other cultural relatetl
attractions. The City shall also ename
Seventh Place Mall as "August Wils n Place" or
"F. Scott Fitzgerald Place" to ref ect
something unique about Saint Paul.
(8) ARTS SCHOOL: The City will contin e to pursue
efforts to make Saint Paul the hom� of the
Minnesota School for the Arts currlently
located in Golden Valley. In addition to the
current proposed arts school being retained at
the Old American Linen site, the C'ty should
explore the possibility of having he Arts
School located in the old Orpheum Theatre
Building on Seventh Place Mall con ider
options for connecting the Arts Sc ool to a
new Minnesota Museum of Art at the Seventh and
Wabasha location. The Minnesota Mkzseum of Art ��� `
location and the new location of a Arts �:
School in the Seventh Place Mall a ea would be
feasible, considering the combined proposals
for both institutions as part of a joint
legislative proposal for sponsorin' a
Minnesota Art Museum Project withi the
cultural corridor of the Capital City.
(9) AMPHITHEATER: The City will conti ue to
identify a private developer who ould build a
new amphitheater on an appropriat site along
the river as part of the City's riwerfront
development efforts. Such a new phitheater,
which could be called "Riverside ark" or
"Riverside Pavilion" would be the first
amphitheater to be built in Minne ota and
could be extremely successful in ttracting
visitors to Saint Paul based on t eir
experience with other amphitheate s in other
places around the country such as near Chicago

Capital City" if we wish to have some additio�al descriptive ter-ms �to
identify the historic and small town friendly nature of Saint Paul. ': '
This marketing effort would be funded by private funds and with�
pµblic funds from the joint promotions fund and would contain at

which could be called "Riverside Par " or

amphitheater to be built in Minnesot� and

the Minnesota Restaurant Association to impr ve business
conditions and the regulatory climate for ba s and restaurants
in Saint Paul who provide essential services ,to workers and �:-'
visitors to the "Capital City". The licensir�g operations
within the current licensing division and within Public Health
should be consolidated to a business licensir�g and assistance
office within PED to insure that regulatory fforts within the
City of Saint Paul are being taken in a mann r consistent with
our efforts to retain, expand and develop ne business
opportunities for the hospitality industry, s ecifically bar

CONCLUSION
This "Capital City" Tourism Initiative will help de elop Saint Paul 's image
as a unique City within Minnesota and allow us to e�Cpand our tourism and '- `
visitor industry. While the City must continue its; aggressive efforts to .`
obtain and expand existing businesses and attract n w industry, we must �
simultaneously pursue an aggressive tourism plan fo Saint„ Paul, not only
the "Capital City" but the "Tourism Capital" of Min esota.
