RESOLVED, that upon execution and delivery of a release 'n full to the City of
Saint Paul, the proper City officers are hereby authorized and dire ed to pay out of the
Tort Liability Fund 09070-0511 to Dorothy Noga the sum of $50,0 .00 in full settlement
of her claim for damages sustained December 13, 1981, as a result I'of an attack at Milton
and Minnehaha Streets.

On December 13, 1981 , Dorothy Noga was attacked y Stuart Knowlton
at the Comfort Massage Studio located near Milto and Minnehaha
S�reets in the City of St. Paul . At the directi n of the St. Paul
Police Department, Ms. Noga had, for approximate y three weeks
prior to the attack, been tape recording teleph e conversations
which she was having with Stuart Knowlton in an attempt to get him
to repeat a prior confession he had made to her f having killed
had thrown into a

with the police. During the attack, Knowlton c t Ms. Noga' s face,
severing a nerve controlling her right eyelid, tabbed her in the
neck, cut open her neck, severing her carotid a tery, her jugular
vein and her esophagus , cut open her wrist and tabbed her numerous
other times. Ms. Noga retains the scars and ot er disabilities .
