Whereas, the Twin Cities has a very strong computer infrastructure"'Y ��d a; � , 'er industry which
plays a key role in the area's economic development; and � ' �i'

Whereas, the local computer industry but has suffered from a variety pf ecoriomic impacts, and
needs expanded local markets if it is to continue as an essential Twin�Cities industry in the long
run; and ',
Whereas, the City Council is committed to delivering city services to r�sidents and businesses that
are both excellent in quality and efficient in cost to taxpayers; and ',
Whereas, more effective use of computers in the workplace can be a �ieans to both greater
governmental efficiency and better service delivery, even during a tim� of fiscal austerity; now
therfore be it �,
Resolved, that the City Council intends for Saint Paul to become a model city in using computers
and computer technology to carry out local government functions; and',be it further
Resolved, that in order to obtain guidance on how to reach that goal t�e City Council hereby
establishes a legislative advisory committee on computers in the city gdvernment workplace; and be
it further �
Resolved, that the charge to the committee is as follows:
1. To assess how the City of Saint Paul presently uses compute$�s in the workplace,
and how such usage could be improved; �
2. To identify what a model computer-using local government v�ould consist of, and
the steps the city should take to become such a model; i
3. To identify ways in which expanded use of computers in the workplace could be an
economic development tool into the 21st century, and the steps t�at both industry and
government should take to strengthen or expand the local computer industry.
