1 WHEREAS, representatives the Ad Hoc Saint Paul Education 2000 Working Group
2 requested an opportunity to present he concept of a "Saint Paul Education 2000 Commission" to
3 the Saint Paul City Council; and

5 WHEREAS, that presentation as made to the Human Services, Regulated Industries anc�` a
6 Rules & Policy Committee of the City Council on June 12, 1991, and July 10, 1991; and
7
8 WHEREAS, at the re�uest of the Human Services. Regulated Industries and Rules & Policv
9 Committee. representatives of the Ad Hoc Saint Paul Education 2000 Working Grou� met with the
10 Saint Paul Superintendent of Schools and established that the Education 20U0 Commission will
11 work in cooneration with and in conjunction with the Saint Paul School Board. and will aet as an
12 advisory group to the Saint Paul School Board; and
13
14 WHEREAS, testimony and discussion heard by the Human Services, Regulated Industries
15 and Rules & Policy Committee at those meetings indicate that a "Saint Paul Education 2000
16 Commission" would assist in the development of policies and recommendations regarding education
17 in Saint Paul and therefore has received favorable endorsements from several community,
18 education, labor and govemment groups; now, therefore
19
20 BE TT RESOLVED, that the Council of the City of Saint Paul does hereby endorse the
21 concept of a 36 member "Saint Paul Education 2000 Commission" as presented to the Human
22 Services, Regulated Industries and Rules & Policy Committee of the City Council; and
23
24 BE IT FURTHER RESOLVED, that the City Council approves the use of the open
25 appointments process by the Mayor to fill the seven parent, w� student and w� at large positions
26 on the Commission, and the Citv Council shall choose one Citv Councilmember to serve on the
27 Saint Paul Education 2000 Commission. �

Dear Mr. Olson,
Enclosed please find a proposal for the joint creation of� a "St. Paul Education
2000 Commission" by all elected bodies in the City of St. Paul . We are
requesting time on the agenda of the City Council to present this concept
to the councilmembers and gain their preliminary approval .
For the information of the Council , we have presented this proposal to the
School Board at six community meetings and at the April 16 Board of Education
Meeting. It was referred to their Committee of the Whole for discussion.
The proposal has been endorsed by 9 of the district councils, the Urban Coalition,
AFSCME Council 14, the St. Paul Federation of Teachers, the Trades & Labor Assembly.
Because we feel strongly that the products of the public schools affect every
aspect of life in St. Paul , we feel strongly that all elected bodies should
be involved in this futuristic look at our institution.

spectrum of issues that will help us meet the challenges �facing the youth of
the next century. i
The charge to all of us is to thinkthrougFr and talk about what St. Paul
needs for its future, the role education should play in d veloping the skills
needed for that future, the impacts of life-long learning, the "school culture°
and form of governance we must adopt to reach our goals. A major benefit to
all participants (and the groups they represent) will be he on-going
opportunity to understand the way our city and our commun'ty are constr.uc'ted,
the importance of education in setting our city's agenda nd fi�e constraints
we impose on our businesses and our neighborhoods by the ki1Ys and abilities
we fail to develop.

Enclosed is a description of the St. Paul Education OOO Commission and
its composition. As you consider the selection of a repr sentative(s) for your
group, we strongly encourage you to remember the followin :

1) . Preference should be given to thoughtful peoplelwho are
residents of the City of St. Paul . ��
2). In considering the face of our future, minoritylrepresentation
and gender balance should be high priorities initrying
to attain a model of what our city is becoming.
3). Using a democratic process �orthe selection of our rep-
resentative(s) will hopefully result in a broad base of
support for our resulting recommendations. � ,
4). Your representative(s) will be expected to provi e an
on-going, 2-way communication link between the 2 00 Go�nission
and your group.
5). To the extent that the members are visionaries w o are able
to escape the bounds of tradition and current co straints,
the resulting recommendations will be the revolu ionary changes
that the City may desperately need in 10 years. j

The Commission is strongly encouraged to adopt a process for the widest possible public
participation in their deliberations. Efforts should be made to seek input both from persons in the
general community who have had little or no direct school system involvement,as well as from
persons actively involved in school organizations and district-wide task forces and committees. .
Meetings in all geographic locations of the city are encouraged.
The Commission shall identify major challenges facing the District in the next 10 years and
recomir►end changes in organization,process, and pmgra.ms. The Commission shall transmit its
findings to the community within one year from the Commission's first meeting.
The Commission's report shall include, but not be limited to, discussion and recommenda-
tions dealing with the following topics: �
1. Educational policy and budget processes, including the role of the Board, the
superintendent, teachers, parents, students, and other members of the communiry in
decision-making, with special emphasis on means of assuring accountability to
students, parents, and taxpayers, �
2. Relationships with neighborhood and community organizarions and with other
governments, including the District's relationships with city, county, and state
governments, with emphasis on the educarion finance system and the regulatory role
of state government in local public educarion, and
3. Organizarion and structure of the educadonal service delivery system, including
such issues as curriculum standazds, organizarion an length of the school day and
school year, and opdmum deployment of professional staff to meet the Distnct's
educadonal goals.
The Commission's evaluaaons and recommendarions shall give highest;consideration to the _ ,
impact of learners. All recommendauons must enhance the ability of the District to offer
services that maximize opportuniries for each learner to reach his or her educational goals.
