91-1313 OR�GfNAI Council File # . �' � `= Green Sheet ,� RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By ' Referred To Committee: Date 1 2 3 A RESOLUTION CALLING FOR THE INCLUSION OF AIRCRAFT NOISE ABATEMENT 4 MEASURES AND "NIGHT FLIGHT CURFEWS" AS PART OF THE STATE FINANCIAL 5 ASSISTANCE PACKAGE TO NORTHWEST AIRLINES 6 7 8 WHEREAS, the City of Saint Paul is located immediately adjacent to the Minneapolis/St. Paul 9 International Airport (MSP) and is heavily impacted by the intrusion of aircraft noise; and 10 11 WHEREAS, it is an accepted fact that aircraft noise intensity over the Highland Park and 12 Macalester Groveland areas has become seriously detrimental to human health within the last four 13 years; and 14 15 WHEREAS, by the sheer volume and nature of the aircraft operations at MSP, Northwest Airlines 16 is the prime contributor of aircraft noise affecting Saint Paul and other communities surrounding 17 MSP; and 18 19 WHEREAS, the U.S. Congress recently enacted a Law which requires all United States Airlines to 20 meet fleet conversion goals to quieter aircraft by the year 1999; and 21 22 WHEREAS, the State of Minnesota recently authorized a financial assistance package to Northwest 23 Airlines in conjunction with the siting of two additional maintenance facilities within the State; and 24 25 WHEREAS, the initial provisions of the financial assistance package passed by the State Legislature 26 authorized the State agency negotiators of the final provisions to include in the final provisions 27 noise abatement requirements; and 28 29 WHEREAS, the final provisions of the financial a�istance package are subject to a number of 30 details being negotiated with Northwest Airlines by various State Commissions and Agencies; and 31 32 WHEREAS, the City of Saint Paul believes that aircraft noise reduction is a valid and legitimate 33 issue for consideration in negotiating the details of the financial assistance package; 34 35 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul respectfully requests that 36 efforts be made by the involved State Commissions and agencies to include provisions in the final 37 financial assistance package which positively addresses the aircraft noise concerns of the 38 metropolitan area; and 39 OR1C����� ���/.�i� 2 BE IT FURTHER RESOLVED, that said provisions should at a minimum require Northwest 3 Airlines to meet an accelerated fleet conversion schedule to Stage III Aircraft or use a greater 4 percentage of their existing Stage III fleet at the Minneapolis/Saint Paul Airport; and 5 6 BE IT FURTHER RESOLVED, that said provisions should also include r�quirements for a "Night 7 C�rfew" on evening landings and take-offs of Stage II Aircraft between 11:00 pm and 6:00 am over 8 residential, noise-sensitive areas; and 9 10 BE IT FINALLY RESOLVED, that the City Clerk distribute copies of this resolution to the 11 Minnesota Congressional Delegation, the Govemor, the Saint Paul Legislative Delegation, the State 12 Executive Council, the Legislative Commission on Planning and Fiscal Policy, the Inter-Agency Task 13 Force charged with analyzing the Northwest financial package, the Metropolitan Airports 14 Commission and other appropriate agencies involved in the negotiation of the Northwest Financial 15 Assistance Package.
