THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Chapter 35 is added to the Saint Paul Legislative Code and shall read as follows:
Chapter 35. Disclosure of Responsible Party For Rental Housing.
Sec. 35.01. Posted written notification.
(1) The owner in whom is vested either a legal or beneficial interest in the
premises, shall post within ten days of acquiring ownership, a typewritten or printed
notification resistant to weather and other elements, in a conspicuous place at or near
the front door and clearly readable from the outside of the premises.
(2) That posted notification shall contain the following information:
(a) The name, street address, city and zip code of the person or entity
authorized to manage the building and collect rent;
(b) The name, street address, city and zip code of the owner or an agent
authorized to accept service of process and give receipt for notice and
demands;
(3) The information contained in the posted notification plus a telephone
number for twenty-four (24) service shall be made available to the tenant in written
form at the commencement of the tenancy.
(4) The required posted notification shall be posted on an on-going basis on the
rental property.
(5) Owner-occupied homestead property shall be exempted from this
requirement.
Sec. 35.02. Filing tax information requirements.
(1) The owi�er in whom is vested with either legal or beneficial interest in the
premises, shall coir.ply with all of the Ramsey County Department of T�ation filing
requirements.

Sec. 35.03. Penalty for noncompliance.
Failure to comply with these provisions may be punished as provided by Section
1.05 of the Saint Paul Legislative Code.
Section 2.
That this ordinance shall take effect and be in force thirty (30) days after its passage, approval
and publication.

The 3PR Landlord Committee has reviewed and recommended the following changes to the
St. Paul Legislative Gode. Chapter 35 will assist in advising to the neighborhood,
the enforcement personnel, and other interested parties, who is responsible for the
upkeep, maintenance, and problems.

Enclosed please find the above referenced ordinance. We have
changed the 3PR Task Force's draft in the following ways:
1. Put it in the Charter required form;
2 . Reworded it only to eliminate vagueness problems; and
3 . Required that the Ramsey County tax filing be accomplished as
already required by other laws.
I have reviewed the Minnesota Government Data Practices Act in
light of the concern that Section 35. 01 would identify recipients
of public housing. It is my opinion that Section 35. 01 does not
do that. It may be that the Public Housing Agency will have to
make reasonable accommodations to comply with the ordinance.

Section 1
That Chapter 43 of the Saint Paul Legislative Code be and is hereby amended to

5ec. 43.A�02. Definitions

Unless otherwise expresslX stated, the followin� terms shall, for the vurpose of this
ordinance, ha�e the meanin�s indicated in this section.
Subd.l. Dangerous structure. A structure which is potentially hazardous to
persons or property, including, but not limited to:
(a) A structure which is in danger of partial or complete collapse;
(b) A structure with any exterior parts which are loose or in danger of
falling; or

' ramps, balconies or roofs, which are accessible and which are either
collapsed, in danger of collapsing or unable to support the weight of

Subd.3. Owner. Those shown to be the owner or owners on the records of the
Ramsey County Department of Property Taxation, or those identified

several obligation for compliance with the provisions of this chapter.

Sec. 43.A3��. Vacant building registration.
Subd.l. {�}Tl�e owner shall re_gister with the enforcement officer�e later than
thirty (30) days after any building in the city becomes a vacant
building,

43.02 7 .
Subd.2. �}The registration shall be submitted on forms provided by the
enforcement officer and shall include the following
information supplied by the owner:
(a) A description of the premises;
(b) The names and addresses of the owner or owners;
(c) The names and addresses of all known lienholders and all other
parties with an ownership interest in the building;
(d) The period of time the building is expected to remain vacant;
and a plan and timetable for returning the building to
appropriate occupancy or use and/or for demolition of the
building.

Subd.4. All applicable laws and codes shall be complied with by the owner.
The owner shall notify the enforcement officer of any changes in
information supplied as part of the vacant building registration within
30 days of the change. If the plan or timetable for the vacant building
is revised in any way, the revisions must meet the approval of the
enforcement officer.
Subd.S. The owner and any subsequent owners shall keep the building secured
and safe and the building and grounds properly maintained until the
rehabilitation or demolition has been completed.
Subd.6. Failure of the owner or any subsequent owner to maintain the building
and premises that result in a summary abatement completed by the
City shall be grounds for revocation of the approved plan and shall be
subject to any applicable penalties provided by law.
Subd.7. The new owner(s) shall register or re-register the vacant building with
the enforcement officer within 30 days of any transfer of an ownership
interest in a vacant building. The new owner(s) shall comply with the
approved plan and timetable submitted by the previous owner until any
proposed changes are submitted and meet the approval of the
enforcement officer.
Subd.8. Vacant bui•l�ding fees.
� The owner of a vacant buildin shall �a,y an annual fee of two
hundred dollars 200 for the eriod the bui•ldine remains a
vacant buildin�. The fee shall be reasonablv related to the
administrative costs for re istering and processing the vacant
buildin owner re�istration form and for the costs of the i�in
monitorin� the vacant buildin site.
� The first annual fee shall be aid no later than thir 30 davs
after the bu�'Idin� becomes vacant. If the fee is no paid within
thirtv 30 davs of bein� due, the owner shall be sub'e to
prosecution as prescribed in Sec. 43.05.

Sec. 43.04. In spections.
The enforcement ffo icer shall inspect anX premises in the city for the purpose of enforcing
and assuring compliance with the provisions of this chapter. Upon th� request of �he
enforcement officer, an owner shall provide access to all interior
portions of an unoccupied building in order to permit a
complete inspection.
Sec. 43.05. Notification.

Sec. 43.06. Penalties.
Any persons violating any provision of this chapter or providing false information to
