LEGAL DESCRIPTION: Old: Lots 1-42, Block 4, Lyton's Addition. New: Lots 1 through 42, inclusive, Block 4, Lyton's Addition; together with all that part of the north/south alley, platted in Block 4, Lyton's Addition, vacated, which accrued to Lots 16 through 20 in said block by reason of the vacation thereof. 4. PRESENT ZONING: RT-1 ZONING CODE REFERENCE: §§67.300 et seq. , 67.400 et seq. 5. STAFF INVESTIGATION AND REPORT: DATE: 4/22/91 BY: Aaron Rubenstein A. PURPOSE: To consider approval for a combined preliminary and final plat for the development of Lyton Park Place. The final plat will create 21 lots on which 21 single family homes will be built. The redevelopment of new housing on this site and of a light industrial park to the south of the site are major components of the North End Partnership URAP project. The proposed replatting will create new lot lines. The site was formerly occupied by blighted housing. B. SITE bc AREA CONDITIONS: The entire site is currently vacant land. The adjacent properties to the north and west are developed for low density residential use. The land to the east is occupied by Oakland Cemetery. The adjacent properties to the south across Sycamore Street are vacant pending redevelopment as a light industrial park by the Port Authority. C. REQUIRED FINDINGS: 1. A11 the applicable provisions of the Legislative Code are complied with. A staff review has been completed for the proposal; it meets required city standards. 2. The proposed subdivision wi11 not be detrimental to the present and potential surrounding Iand uses. The proposed development will be compatible with surrounding land uses. 3. The area surrounding the subdivision can be planned and developed in coordination and compatibility with the proposed subdivision. This condition is met. JUSTIN PROPERTIES Plat Staff Report April 22, 1991 Page Two 4. The subdivision is in conformance with the Comprehensive Plan. The property is in compliance with the comprehensive plan for this area of the city. 5. The subdivision preserves and incorporates the site's important existing natural features, whenever possible. Existing natural features have been preserved where possible in the plat. 6. A11 Zand intended for building sites can be used safely without endangering the residents by peril from floods, erosion, continuously high water table, severe soil conditions or other menace. The land can be safely used for residential purposes. 7. The subdivision can be economically served with public facilities and services. The lots can be served by public facilities and services. D. ADDITIONAL FINDINGS: 1. The plat will dedicate for public right-of-way five feet on the south side of Lyton Place to provide a boulevard for street trees and snow storage. E.
