The Communicarions Services Maintenance (CSM) division of the Saint Paul Police Department (SPPD) has been
trying, unsuccessfully, to fill a position for Communications Technician. Because that position requires very
specialized experience, it was decided to create a Trainee position to bring in candidates who can gain the needed
experience on the job with the Police Department.

BACKGROUND
In April of 1997, the Communications Services Maintenance (CSM} division of the SPPD needed
to fill an open position for Communications Technician. After five months, we had no success
finding qualified applicants for that job. Howard Horrmann, Supervisor ofthe CSM, requested
that Human Resources create a new Trainee position. The intention is to use this new position,
which requires the same education as the Technician but not the two years of related experience,
to bring in candidates who can gain the needed experience on the job with the Police Department.
This would fill a much-needed position in the CSM which has been operating without a
Technician for over ten months.
STUDY COMPONENTS
Review ofthe job profile.
Interview with the Division supervisor and Lead worker.
Class specification and position comparisons.
QES evaluation and analysis.
POSTTION DESCRIPTION
As a trainee, performs routine duties in the maintenance, inspection, adjustment, installation, and
repair of communications and other electronic equipment; performs related duties as required.
Respansibilities include:
1. Inspects, tests, troubleshoots, repairs, and performs preventive maintenance on the
following types of equipment: radio base stations; mobile units; portables; pagers; remote control
(DC & Tone); control consoles; pager ternunais; satellite receiver systems and comparator;

CLASSIFICATION COMPARISON
The position was compared with the class specifications of CommunicaCions Technician;
Communications Technician Helper; and Technical Trainee.
QES EVALUATION
The results of the QES evaluation support compensating the position to Grade 029 of the
AFSCME Technical pay scale.
RECOMMENDATION
Based upon the results of the study, I recommend that a new classification be created and
compensated in Grade 029 of the AFSCME Technical ranges. The new classification would
accurately describe the duties of the position and, henceforth, identify specific knowledge, skills,
and abilities and establish minimum qualifications most appropriate to the unique aspects of the
position

The Communicarions Services Maintenance (CSM) division of the Saint Paul Police Department (SPPD) has been
trying, unsuccessfully, to fill a position for Communications Technician. Because that position requires very
specialized experience, it was decided to create a Trainee position to bring in candidates who can gain the needed
experience on the job with the Police Department.
ADVANTAGES IF APPROVED:

BACKGROUND
In April of 1997, the Communications Services Maintenance (CSM} division of the SPPD needed
to fill an open position for Communications Technician. After five months, we had no success
finding qualified applicants for that job. Howard Horrmann, Supervisor ofthe CSM, requested
that Human Resources create a new Trainee position. The intention is to use this new position,
which requires the same education as the Technician but not the two years of related experience,
to bring in candidates who can gain the needed experience on the job with the Police Department.
This would fill a much-needed position in the CSM which has been operating without a
Technician for over ten months.

QES evaluation and analysis.
POSTTION DESCRIPTION
As a trainee, performs routine duties in the maintenance, inspection, adjustment, installation, and
repair of communications and other electronic equipment; performs related duties as required.
Respansibilities include:
1. Inspects, tests, troubleshoots, repairs, and performs preventive maintenance on the
following types of equipment: radio base stations; mobile units; portables; pagers; remote control
(DC & Tone); control consoles; pager ternunais; satellite receiver systems and comparator;

CLASSIFICATION COMPARISON
The position was compared with the class specifications of CommunicaCions Technician;
Communications Technician Helper; and Technical Trainee.
QES EVALUATION
The results of the QES evaluation support compensating the position to Grade 029 of the
AFSCME Technical pay scale.
RECOMMENDATION
Based upon the results of the study, I recommend that a new classification be created and
compensated in Grade 029 of the AFSCME Technical ranges. The new classification would
accurately describe the duties of the position and, henceforth, identify specific knowledge, skills,
and abilities and establish minimum qualifications most appropriate to the unique aspects of the
position
