RESOLUTION MAKING CERTAIN DETERMINATIONS AND FINDINGS
NECESSARY FOR ACQUISITIOI3 OF PROPERTY AT 915-917 ASHLAND AVENUE
UNDER MINNESOTA STATUTE CHAPTER 469,
SUMMIT UNIVERSITY DISTRICT 8
WHEREAS, the Council of the City of Saint Paul adopted a resolution (98-
76) authorizing the public acquisition by the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota (HRA) of the property
identified as follows:
915-917 Ashland Avenue - Lot 15, Block 19,Summit Park Addition
to St. Paul except the North 50 feet.
WHEREAS, this authorization required staff to request court approval to
enter the property and evaluate conditions with an appraiser and a
construction specialist, and
WHEREAS, that after review of the conditions and prior to final action,
staff was required to present findings to the City Council for final
approval, and
WHEREAS, City staff, neighborhood representatives, a construction
specialist and an appraiser have viewed the property and determined that
rehabilitation is not feasible because rehabilitation costs are in excess
of $200,OOO.DO, and
WHEREAS, the appraiser has determined that the property has a value of
zero.
NOW THEREFORE, BE IT RESOLVED by the Council o£ the City of Saint Paul
that final approval is hereby given to staff to continue the condemnation
action to acquire the property identified as follows:
915-917 Ashland Avenue - Lot 15, Block 19,Summit Park Addition
to St. Paul except the North 50 feet.
