1 Wf�REAS, the esgeditious collection o�-[fi`ixed municipal solid waste from residential properties located within the
2 City of St. Paul is essential to protect against health menaces, danger of fire, offensive and unwholesome smells; and
3 WHEREAS, the curtent practice of collecting garbage in neighborhoods has made it difficult for enforcement of the
4 current code pertaining to scheduled garbage pick-ups; Now therefore be it
5 RESOLVED, that a legislative advisory committee is hereby established to undertake a study and make
6 recommendations to the City Council concerning;
7 A. establishing a system to ensure all households have regularly scheduled solid waste removal;
8 B. examining ways to reduce illegal dumping and eliminate the expense to the City associated with the
9 removal of illegally dumped wastes; and be it

10 FURTHER RESOLVED, that the membership of this committee consist of individuals with a balance of
il perspectives on these issues by including but not limited to representatives from (1) the solid waste co]]ection
12 industry; {2) Saint Paul Association of Responsible Landlords (SPARL); (3) �he Saint Paul Fire Department; (4)
13 Council Research; (5) The Divi ion of Property Code Enforcement; and (fr} o�'ier interested parties; and be it

For your informatian, I am going to be withdrawing Item #25 on the City Councii agenda today
in response to a meeting I had yesterday with the garbage haulers. Instead, I will be bringing in
the attached resolution to create a task force to address some of the issues which were brought up
at the meeting.
