The City Council passed a Resolution, Council File 90-597, requiring that a Level II
Historic American Bulding Survey be completed and that the Council approve a design for
a new building and a demolition plan for the existing building in order to preserve
architectural elements for reuse in a new building.
ADVANTAGES IF APPROVED:
Demolition of the old building and construction of a new library can proceed.
The design will respond to the aesthetic recommendations of the Merriam Park Library
Committee and preserve elements from the existing building.

I am please• • report to you that on June 12 at its monthly meeting the Merriam Park
Community Co •.1 (MPCC)unanimously accepted and endorsed the design of the new
Merriam Park B : ch Library developed and presented by architect Jeffrey Scherer and
recommended b, t i e Library Committee of the MPCC. On behalf of our Council, I am
requesting that • report this action to your colleagues on the St. Paul City Council.
On June 12 CC also accepted the report of its Library Committee that the Level II
HABS documen .t.•n, the preservation of certain details and historical fabric of the existing
building for revs, i the new, the RFP requirements that the architect be prepared to save
those items and r-s, and to community aesthetic and historical concerns, the agreement of
the Library Servi e Administration to the design of the new building, and the demolition
plan specifying s to be saved and reused had all been accomplished as required by St.
Paul City Counc. -solution 90-597.
MPCC there o - joins the Library Services Administration in requesting that you place
on the St. Paul C ty Council agenda, and request the City Council to approve, the
demolition plan • design as required in resolution 90-597.

RE: Documentation of the Merriam Park Library and reuse of historic elements
On March 8, 1990, the Heritage Preservation Commission reviewed plans for the demolition of
the Merriam Park Library and passed a resolution requesting that the Library be documented
according to Level II standards of the Historic American Buildings Survey and that
consideration be given to saving ornamentation and details from the building for use in the new
library building. (Copy of resolution attached.) This request was later confirmed by City Council
Resolution 90-597.
At the April 11, 1991 meeting of the Heritage Preservation Commission Carole Williams,
Director of Branch Libraries for the city of Saint Paul, and architect Bob Mack presented the
prepared documentation of the Library. The HPC commended Mack for the quality of the
documentation and noted that this project should serve as an example for all future
documentation. ( Minutes attached.) The original copy of the documentation will go to the
Library of Congress but copies will be supplied to the HPC, the Minnesota Historical Society,
and the Public Libra-y.
Further, I have review the "Historic Elements Reuse Plan" prepared by Meyer, Scherer, &
Rockcastle and MacDonald & Mack for the Merriam Park Library and presented to the
Merriam Park Library Committee. The historic elements noted in this plan for salvage and
integration into the r ew design for the Library are in keeping with the intent of the HPC
Resolution and will represent the heritage of the Merriam Park community in the new building.

1 Saint Paul City Council Resolution-Council File 90-597 directed the Saint Paul Public Library
to make efforts to identify,document,save and incorporate into the new Merriam Park Branch
Library historic fabric details from the existing Henry Hale Memorial Library.
1 As directed, a Level II Historic American Buildings Survey has been completed. An original
of this report is available for viewing in the Saint Paul Central Library. From this survey and
in consultation with the Merriam Park Community Council Building Design Committee,the
architects helve determined that the following items will be saved and incorporated into the new
library. These historic fabric elements will be removed, cleaned and crated during the
demolition or reuse into the structure of the new library.
The elements are numbered and identified on the drawings and photographs contained within
this Historic Elements Reuse Plan report.
