WHEREAS, the City of 5aint Paul understands effects of global warming and indoor quality for workers
and employees, and respects our natural resources; and
WHEREAS, the City of Saint Paul recognizes the impact that resource efficient buildings have in both
protecting the environment and reducing energy costs; and
WHEREAS, the City of Saint Paul desires to be recognized as a leader in promoting sustainable
azclutecture; and
WHEREAS, the City of Saint Paul spends a significant aznount of public monies on the construction,
maintenance, and operarion of buildings; and
Wf�REAS, mare than 35 percent of the United 5tates of America's energy supply, including 60 percent
of electricity, is used in the conshuction and operarion of buildings; and
WHEREAS, indoor air quality is fundamental to the environmental health of buildings, and is a growing
concern for building owners and occupants; and
14 WI3EREAS, the City of Saint Paul has an interest in reducing uutial construction costs, and reducing
15 liability associated with poor indoor air quality in city fmanced buildings, and reducing long term
16 maintenance and operation costs of buildings that receive public monies; and
17 WHEREAS, the City of Saint Paul desires to reduce the aznount of building material used and wasted and
18 reduce to�ciry in the design and conshucrion of new buildings;

WHEREAS, environmental standards for new consiruction have been adjusted or modified for Hennepin
County; Santa Monica, California; Bolder, Colorado; and Austin, Texas; now, therefore be it
RESOLVED, that the Saint Paul City Council supports the development of environmental standards for the
construction, maintenance and operation of buildings that either the City owns, operates or provides
finauciai support.
