WHEREAS, the expeditious and uniform collection of mixed munici al solid waste from
residential properties located within the City of St. Paul is essenti to protect against health
menaces, danger of fire, offensive and unwholesome smells, noi pollution, air poliution, and
traffic accidents; and
WIIEREAS, currentiy the City o£ St. Paul allows for the llection of mixed municipal solid
waste from residential properties located within the City f St. Paul on any and all days of the
week; and
WHEREAS, such residential collection on any an�all days of the week has negatively unpacted
the traffic, safety, and peace and quiet of the Cit s neighborhoods; and
Wf�REAS, such residential collection on a and all days of the week has increased the
frequency of noise and air pollution in the ity's neighborhoods; and
WHEREAS, such residential collectio on any and all days of the week has increased the
frequency of unsightly trash recepta es being located along the streets and boulevards of the
City's neighborhoods; and
WIIEREAS, such xesidentiai
efforts to efficiently enforce c
WFIEREAS, such
of traffic accidents
on any and all days of the week has hindered the City's

residen 'al properties would be limited to one day per week in each such district; and

� i WHEREAS, the Council of the City of St. Paul possesses the requisite authority under its police
2 powers to regulate the collection of mixed municipal solid waste from residentiai properties
3 located within its jurisdicrion, and to provide for uniform, efficient and com�enient sanitatio
4 collection from such properties; now, therefore, be it

6 RESOLVED, that the Councii of the City of St. Paul requests that the Director of t Departmem
7 ofPublic Works and/or her designees work with other City offcials to establish undaries for
8 Residential Daily Hauling Districts and to create a city-wide plan whereby coll tion of miYed
9 municipal solid waste from the owners, lessees or occupants of residential p perties is conducted
10 on a single collection day each week that conesponds to the Residentiai aily Hauling District
11 specafied by an ordinance which will be considered by the Council, a c y of which is attached
12 hereto.
