BE IT RFSOLVED, Pursuant to Minnesota Statute, Section 204B.16, the Council of the City of
Saint Paul hereby approves the list below of permanent polling precinct changes as indicated. Should
further changes occur in the polling locations between the date of this resolution and the General
Election of November 3, 1998, the Ramsey County Election Bureau is hereby authorized to find
appropriate locations in wluch to hold the election. A postal notification will be sent to all affected
registered voters making them aware of their proper polling place due to the changes in the wazds
and precincts.

The Ramsey County pffice o£ Elections and Voter Registration
Services is recommending three permanent changes be made in City of
St. Paul polling place locations. We have been in contact with
Councilmembers Jim Reiter and Jerry Blakey who represent the
districts in which these precincts are located, and they agree with
these recommendations.
We are now asking for a City Council Resolution formally approving
the relocation of the polling places for Ward 1 Precinct 9, Ward 5
Precinct l, and Ward 5 Precinct 16. The reasons are lisCed below.
Ward 1 Precinct 9
Formerly located at Wilkin's Used Car Dealership, 1013 L3niversity Ave_
Relocate to the Lexington Branch Library 1080 University Ave_
REASON FOR RECOMMEIVDED CHANGE:
The Wilkin's dealership was sold to the School District and adequate space
will not be available.
The Lexington Branch Library, while outside of the precinct boundary, can
provide excellent space that meets all our needs. The location is well
known and easy £or area residents to Pind; there is parking available; and
the polling place itself would be located right inside the main door
making it extremely convenient for voters_ The auditorium is very spacious
and there is more than enough room for voters to eomfortably line up
inside, out of the weather, if necessary. This location also meets
handicapped and elderly accessibility requirements.
In addition there is secure storage space £or the voting equipment and
supplies before and after election day.
Please note that in an attempt to keep the polling place'within the
precinct boundaries, staff from our office did view several sites in the
Wilder Foundation complex but found none of them suitable. While the space
ofiered was excellent, none o£ the five areas were really handicapped or
elderly accessible. The walk from the parking lot and through the hallways
to the elevator was over half a block in all cases. Broken sidewalks also
posed a risk for walkers, and parking lots were not well lit.

Ward 5 Precinct 1
Kelocate polling place from Warrendale Church, 1040 Como Ave.
to Como Park Lutheran Church, 1376 Hoyt Ave_ W_
REASON FOR RECOY�'II�Sr^,NDED CHANGE:
This move is recommended because it moves the polling place closer
to where the voters actually live within the precinct; and while the
location is outside of the precinct boundaries it is well known to people
living in the area. Como Park Lutheran Church offers excellent space and
ample parking, and is very handicap and elderly accessible. The church
welcomed the request, and is very pleased to be able to serve the people
living in the community this way.
Ward 5 Precinct 16
Relocate polling place from Atrium Office Building in Bandanna Square
to Warrendale Presbyterian Church 1040 Como Avenue.
REASON FOR RECOMC�NDED CHANGE:
This move was specifically requested by the 5-16 Block Club because voters
found the Atrium Office Buildinq to be inconvenient. It is difficult to
find and parking is a continuous problem.
Area residents want to vote at Warrendale because they claim it is more
convenient, easier to find and there is plenty of available parking.
History FYI:
Voters in 5-1 voted at Warrendale Presbyterian Church in 1997 after having
voted at Como Park Pavilion in 1996 and at Chelsea Heights School before
that. While voters really liked the school, in 1996 the enrollment rose by
180 students and a day care £acility was set up in the recreation center.
There was just no space available anymore. When, for a variety of reasons,
Como Park pavilion pxoved to be a very poor location, the polling site was
moved to Warrendale Church.
Warrendale is actually located inside the boundaries of 5-16. When area
residents saw it being used as a polling place for 5-1 in 1997 they thought
it might be simple just to combine the two precincts and have everyone vote
at Warrendale. 'Fhe high number of registered voters in these two precincts
prevented this from happening.
NO'I'IFICATION OF VQTERS: Upon notification that the City Council has
formally approved through Resolution polling place changes for the City of
St. Paul, our office will officially notify all registered voters living in
affected precincts of the change.
Please notify our office when the Council makes it's decision. Thank you.

precinct boundaries, staff from our office did view several sites in the
Wilder Foundation complex but found none of them suitable. While the space

This move is recommended because it moves the polling place closer
to where the voters actually live within the precinct; and while the
location is outside of the precinct boundaries it is well known to people
living in the area. Como Park Lutheran Church offers excellent space and
ample parking, and is very handicap and elderly accessible. The church
welcomed the request, and is very pleased to be able to serve the people
living in the community this way.

Relocate polling place from Atrium Office Building in Bandanna Square
to Warrendale Presbyterian Church 1040 Como Avenue.
REASON FOR RECOMC�NDED CHANGE:
This move was specifically requested by the 5-16 Block Club because voters
found the Atrium Office Buildinq to be inconvenient. It is difficult to
find and parking is a continuous problem.
Area residents want to vote at Warrendale because they claim it is more
convenient, easier to find and there is plenty of available parking.
History FYI:
Voters in 5-1 voted at Warrendale Presbyterian Church in 1997 after having
voted at Como Park Pavilion in 1996 and at Chelsea Heights School before
that. While voters really liked the school, in 1996 the enrollment rose by
180 students and a day care £acility was set up in the recreation center.
There was just no space available anymore. When, for a variety of reasons,
Como Park pavilion pxoved to be a very poor location, the polling site was
moved to Warrendale Church.
Warrendale is actually located inside the boundaries of 5-16. When area
residents saw it being used as a polling place for 5-1 in 1997 they thought
it might be simple just to combine the two precincts and have everyone vote
at Warrendale. 'Fhe high number of registered voters in these two precincts
prevented this from happening.
NO'I'IFICATION OF VQTERS: Upon notification that the City Council has
formally approved through Resolution polling place changes for the City of
St. Paul, our office will officially notify all registered voters living in
affected precincts of the change.

Services is recommending three permanent changes be made in City of
St. Paul polling place locations. We have been in contact with
Councilmembers Jim Reiter and Jerry Blakey who represent the
districts in which these precincts are located, and they agree with
these recommendations.
We are now asking for a City Council Resolution formally approving
the relocation of the polling places for Ward 1 Precinct 9, Ward 5
Precinct l, and Ward 5 Precinct 16. The reasons are lisCed below.

Formerly located at Wilkin's Used Car Dealership, 1013 L3niversity Ave_
Relocate to the Lexington Branch Library 1080 University Ave_
REASON FOR RECOMMEIVDED CHANGE:
The Wilkin's dealership was sold to the School District and adequate space
will not be available.
The Lexington Branch Library, while outside of the precinct boundary, can
provide excellent space that meets all our needs. The location is well
known and easy £or area residents to Pind; there is parking available; and
the polling place itself would be located right inside the main door
making it extremely convenient for voters_ The auditorium is very spacious
and there is more than enough room for voters to eomfortably line up
inside, out of the weather, if necessary. This location also meets
handicapped and elderly accessibility requirements.
In addition there is secure storage space £or the voting equipment and
supplies before and after election day.
