98-414Council Fi1e # 10 �y�� RESOLUTION creen Sheet # VG�SV ITY OF SAINT PAUL, MINNESOTA /�,0 Presented By Referred To Cosmittee: Date 1 WHEREAS, residential permit parking was previously instituted on behalf of the residents 2 residing in the St. Thomas Permit Parking Area in accordance with Chapter 168 of the Saint 3 Paul Legisiative Code; and 4 5 WHEREAS, the Council of the City of Saint Paul previously found that the afiorementioned 6 residential area did not have sufficient off street parking to accommodate the residential parking 7 needs of the residents as well as the parking needs of non-residents w ho use non-residential 8 facilities in the area which lack sufficient off-street parking; and 9 10 WHEREAS, the Council now further finds that frequent parking of vehicles in this 1 i residential area by non-residential users af non-residential uses which lack suificient off-street 12 parking has created residential problems of a safety, environmental and aesthetic nature as well 13 as having imposed upon the area residents an unreasonable burden of gaining access to their 14 homes; and 11 12 WHEREAS, in order to protect the quality of life of area residents by reducing the negative 13 impacts created by intensive non-residential parking and for the purposes of preserving the 14 character of this residential district as well as protecting area residents from unreasonable i 5 burdens in getting access to their residences, the Council of Saint Paul 16 17 HEREBY RE50LVES that new parking regulations shall be imposed in the residential 18 area near the St. Thomas Permit Parking area as follows: i9 24 1. Install parking regulations signs reading Except by Permit or unless otherwise posted, 21 No Parking 8AM to 8PM Monday through Friday on the following streets: 22 23 South side of Summit Avenue from Finn Street to 130 feet east. 24 25 2.
