WI�REAS, the Division of Pazks and Recrearion is eligible to receive funding from the
Minnesota Amateur Sports Commission (MASC) for sports and recreation programs of benefit to
youffi; and
WHEREAS, MASC, via the State General Fund, provides funds to assist polirical
subdivisions of the State of Minnesota for the development of youth sgorts and recreation
programs; and
WHEREAS, Ciry Council resolurian #97-1546 authorized the Division of Pazks and
Recrearion to apply for funding from MASC; and
WI3EREAS, the Division of Pazks and Recrearion applied for and was awazded a$10,000
MASC "Mighty Kids" grant to establish a Girls Club; and
12 WHEREAS, upon project approval the Gity of Saint Paul must enter into a formal contract
13 with MASC for the specific purpose of establishing a Girls Club to provide girls with role models,
14 self esteem, and leadership through involvement in athlerics; and
15 VJHEREAS, the Mayar, pursuant to secrion 10.07.02 of the City chazter does certify that
16 ffiere are available far appropriation revenues in excess of those estimated in the 1998 budget; and
17 WHEREAS, the Mayor recommends the following changes to the 1998 budget:

Historically, girls have felt neglected, passed over and blocked from participating in athletics because of the
predominance of boys athletics, The Girls Club wili invofve girls ages 8-10 from 10 different neighborhoods in a series
of activities designed for their age group, incfuding sports clinics, trips to athletic activities, and opportunities to meet
positive role mode4s and to receive newsletters and T-shirts.
ADVANTAGESIF APPROVED:
Working with a consistent group of girls and bringing them in contact with positive roie models such as athletes from
the University of Minnesota Women's Athletic Department with whom we have a partnership wil! increase the number
of girls involved in athletics over time. The participants thetrrselves�WilT gain in selfi esCeem and leadership skilis.
