WHEREAS, the River Town Homes has submitted the attached preliminary and final plat for Ciry Council
approval; and
WHEREAS, the appropriate city departments have reviewed the plat and found it to meet the requirements of
Chapter 67 of the Zoning Code; and
WHEREAS, notice of public hearing before the Ciry CouncIl was duly published in the official newspaper of the city
and notices were mailed to each owner of affected properry and property situated wholly or partly within 350 feet of
the subject properry; and
WHEREAS, a public hearing before the City Council was held on April 8, 1998, at which all interested parties were
heard, the Council having considered all the facts and recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the Ciry Council accepts and approves the attached plat for
Cohansey Park Town Homes.

homes. One duplex town home building is under construction..
The surrounding land uses are: to the north, open space in the City of
Roseville; to the east, multi-family residential; to the south, mixed
density residential; and to the west, Elmhurst Cemetery.
C. BACRGROIIND: Sn october, 1997, the Planning Commission approve a special
condition use permit to allow this 28 unit town house development. At the
same time, the Commission also approve a 5 foot front yard variance for
three buildings on the Cohansey Street cul-de-sac and a 10 foot front yard
setback variance for the building on Larpenteur,

4. The subdivision is ia conformance with the Cotnprehensive Plan.
The property is in compliance with the comprehensive plan for this area
of the city. By providing an alternative type of housing for middle and
upper income homeowners, the proposal ful£ills objectives o£ the Saint
.Paul Housing Policy for the 1990s.
5. The subdivision presezves and incorporates the site's important existing
natural features, whenever possible.
An existing wetland on the site will be preserved.
6. AlI land intended for building sites can be used safe3y without
endangering the residents by peril from floods, erosion, continuous2y
high water table, severe soil conditions or other menace.
The land can be safely developed and used for residential purposes as
intended without endangering residents.
7. The subdivision can be economica2ly served with public facilities and
services.

A. PURPOSE: To consider preliminary and final plat approval for Emerald
Estates proposed by Kevin Tramm Construction. The plat will create sixteen
(16) lots for single family homes.
B. SITE & ARfiA CONDITIONS: The property is approximately 6.9 acres in size
and is vacant, except for Lot 16 which has a single family home on it. The
property is occupied by scattered trees and vegetation. The site rises
from MeKnight Road and has gentle slopes with a rolling terrain.
The property is surrounded on the north, south, and west by single family
homes in an R-1 zoning district. To the east is residential development in
the City of Maplewood.
C. HISTORY AND SACRGROIIND: The subject property, along witti one lot to the
north and one lot to the south, was platted in 1996 to create eight lots
measuring 82 feet wide and 614 feet deep. The applicant is proposing to
replat 5ix of those lots to create a 16 lot subdivision.
D. DFSTRICT COIINCIL RBCONIDSSNDATION: The District 1 Community Council voted to
support the preliminazy and final plat.
E. REOIISRSD FINDINGS:
1. The applicant intends to subdivide a 6.9 acre site into 16 lots £or
single family residential development. The applicant owns five o£ the
six lots being subdivided and has a contract to purchase the other lot.
The owners of that lot consent to their property being included in the
plat. The subdivision wi11 consist of two lots with frontage on
McKnight Road measuring about 82 feet by 614 feet, with lot areas of
more than 40,000 square £eet. One of these lots already has a house on
it. The remaining lots in the subdivision will have frontage on a new
street, Emerald Lane, and consist of lots ranging in size from 10,700 to
18,000 square feet.

2. Section 67.406 of the zoning code, Review of Divisions of Land, states
that the following findings must be met prior to approval of a
subdivision:
a. ASI the appZicable provisioas of the Legislative Code are comp.Iied
with.
This finding is met. City staff have reviewed the proposed plat and
determined that it meets all requirements and standards o€ the City.
b. The proposed subdivisioa will aot be detrimeatal to the present and
potential surrounding land uses.
This finding is met. The property will be developed with uses
compatible to the surrovnding area, which are residential in nature.
c. The area surroundiag the subdivision can be planned and developed .i.n
coordiaatioa and compatibility mitk tlxe proposed subdivision.
The area surrounding the subdivision is Iargely developed for low
density residential uses. The proposed plat and future uses are
compatible with respect to those land uses.
d. Tke subdivisioa is ia coaformance witk the Compreheasive PSan.
This finding is met. The Land Use Plan calls for residential use and
the property is zoned R-1, low density single family residential.
The main housing recommendation o£ the District 1 Plan states, "The
District 1 Community Council recognizes that this is one of the last
areas of the city where needed housing can be built. District 1 will
work with developers to ensure good development, but will generally
oppose rezonings to higher densities." p.ii
e. The subdfvisioa preserves aad iacorporates the sfte's importaat

This finding is met. Tree preservation and erosion control plans
will need to be submitted and approved before permits £or grading and
road construction can be obtained. Tree preservation will be done in
two phases for this subdivision: 1) one preservation plan for grading
and road work for the subdivision, and; 2) when houses are built on
individual lots a tree preservation plan wi11 be required as needed
£or each lot. A permit from the Ramsey-Washington Metro Watershed
District will a7.so be required to ensnre that erosion and
sedimentation are adequately controlled during and after
construction. `
f. All land intended for building sites can be used safely mithout
eadaagering the resideats by peri2 from floods, erosion, coatiauous2y
kigh water table, severe soil coaditioas or other meaace.

The land can be safely developed and used for residential purposes as
intended without endangering residents. Tree preservation plans and
erosion control plans will be required before permits for grading and
sCreet construction can be approved. Tree preservation plans will
also be required as needed as each individual lot in the subdivision
is developed. .
g. The aubdivisioa can be economicaZly served with public faciZities aad
services.
The lots will be served by public facilities and services accessible
from McKnight Road. The applicant will need to obtain an ordinance
permit from the city to construct the roadway and utilities. Public
Works made the following comments regarding the roadway and
utilities: 1) the roadway widths , cu1 de sac radius, and right-of-
way widths are acceptable; 2) crest vertical curve on the roadway
shall meet a 30 mile per hour design speed; and 3) storm sewer
location will need to be revised. In addition, Public Works
commented that street lighting and boulevard trees must be installed
as part of the project.
Since the storm sewer in McKnight Road is owned by Ramsey County, the
applicant will need to obtain permission from the county to connect
to it. In addition, the agplicant will need to obtain peimission
from Ramsey County £or the Emerald Lane street opening and any
driveway openings on to n7cKnight xoad.
The proposed utility and grading plans submitted with the plat are
incomplete and are not approved as part of the plat.
F. STAFF R8COb4iENDATION: Based on findings 1 and 2 staf£ recommends approval
of the Emerald Estates Preliminary and Final Plat.

Preliminary and final piat
The Department of Public Works has completed its review of the above referenced piat, and has the
following comments.
1. Due to the plat being a replat of a recently recorded plat with ties to govemment corners shown, it is
nof necessary to show them again, as long as some found monumentation is shown that would control
the location of the plat.
2. If on this plat there are nof any found monuments shown from the first plat, then ties to govemment
corners wiil need to be shown.
3. This plat will 6e subject fo review by fhe Ramsey County Surveyor.
4. The property owner/developer will need an ordinance permit to construct the roadway and utilities.
The following requirements pertain to the ordinance permii.
a) The roadway widths, cul-de-sac radius and right-of-way widths are acceptable.
b) Crest vertical curve on the roadway shaf( meet a 30 mph design speed.
c) Storm sewer location wil! need to be revised.
5. Street lighting and boufevard trees must be instal(ed as part of tf�e project.
Call Ken Taillon at 266-6215 for sireet lighting standards and specifications.
Call Greg Reese at 488-7291, ext. 306 far boulevard tree planting requirements.
6. The storm sewer in McKnight is owned by Ramsey County and will require their permission for a
connection.
7. Permission from Ramsey County Public Works must also be obiained for the Emerald Lane street
opening and any driveway openings onto McKnight Road.

You need to send me a copy of a permit for grading from the Ramsey Washington Metro
Watershed District. Contact Cliff Aichinger 777-3665. They will be looking primazily at erosion .
and sediment control. Your plan should have the following information:

Tree preservation
This site is in the St. Paul Tree Preservation District. Yon already have a plan showing existing
trees. You need to show which trees will be affected by grading for tfie subdivision, steps to
protect trees to remain and any replacement trees. I have attached a handout on tree preservation
plans. We agreed that tree preservation would be done in rivo phases for this subdivision: You
will submit oae for the grading and road work for the subdivision and when houses are built oa
individual lots a tree preservation plart will be required as needed for each lot.

homes. One duplex town home building is under construction..
The surrounding land uses are: to the north, open space in the City of
Roseville; to the east, multi-family residential; to the south, mixed
density residential; and to the west, Elmhurst Cemetery.
C. BACRGROIIND: Sn october, 1997, the Planning Commission approve a special
condition use permit to allow this 28 unit town house development. At the
same time, the Commission also approve a 5 foot front yard variance for
three buildings on the Cohansey Street cul-de-sac and a 10 foot front yard
setback variance for the building on Larpenteur,

of the city. By providing an alternative type of housing for middle and
upper income homeowners, the proposal ful£ills objectives o£ the Saint
.Paul Housing Policy for the 1990s.
5. The subdivision presezves and incorporates the site's important existing
natural features, whenever possible.
An existing wetland on the site will be preserved.

A. PURPOSE: To consider preliminary and final plat approval for Emerald
Estates proposed by Kevin Tramm Construction. The plat will create sixteen
(16) lots for single family homes.
B. SITE & ARfiA CONDITIONS: The property is approximately 6.9 acres in size
and is vacant, except for Lot 16 which has a single family home on it. The
property is occupied by scattered trees and vegetation. The site rises
from MeKnight Road and has gentle slopes with a rolling terrain.
The property is surrounded on the north, south, and west by single family
homes in an R-1 zoning district. To the east is residential development in
the City of Maplewood.
C. HISTORY AND SACRGROIIND: The subject property, along witti one lot to the
north and one lot to the south, was platted in 1996 to create eight lots
measuring 82 feet wide and 614 feet deep. The applicant is proposing to
replat 5ix of those lots to create a 16 lot subdivision.
D. DFSTRICT COIINCIL RBCONIDSSNDATION: The District 1 Community Council voted to
support the preliminazy and final plat.
E. REOIISRSD FINDINGS:
1. The applicant intends to subdivide a 6.9 acre site into 16 lots £or
single family residential development. The applicant owns five o£ the
six lots being subdivided and has a contract to purchase the other lot.
The owners of that lot consent to their property being included in the
plat. The subdivision wi11 consist of two lots with frontage on
McKnight Road measuring about 82 feet by 614 feet, with lot areas of
more than 40,000 square £eet. One of these lots already has a house on
it. The remaining lots in the subdivision will have frontage on a new
street, Emerald Lane, and consist of lots ranging in size from 10,700 to
18,000 square feet.

2. Section 67.406 of the zoning code, Review of Divisions of Land, states
that the following findings must be met prior to approval of a
subdivision:
a. ASI the appZicable provisioas of the Legislative Code are comp.Iied
with.
This finding is met. City staff have reviewed the proposed plat and
determined that it meets all requirements and standards o€ the City.
b. The proposed subdivisioa will aot be detrimeatal to the present and
potential surrounding land uses.
This finding is met. The property will be developed with uses
compatible to the surrovnding area, which are residential in nature.
c. The area surroundiag the subdivision can be planned and developed .i.n
coordiaatioa and compatibility mitk tlxe proposed subdivision.
The area surrounding the subdivision is Iargely developed for low
density residential uses. The proposed plat and future uses are
compatible with respect to those land uses.
d. Tke subdivisioa is ia coaformance witk the Compreheasive PSan.
This finding is met. The Land Use Plan calls for residential use and
the property is zoned R-1, low density single family residential.
The main housing recommendation o£ the District 1 Plan states, "The
District 1 Community Council recognizes that this is one of the last
areas of the city where needed housing can be built. District 1 will
work with developers to ensure good development, but will generally
oppose rezonings to higher densities." p.ii
e. The subdfvisioa preserves aad iacorporates the sfte's importaat
existing naturai features, mfienever possibZe.
This finding is met. Tree preservation and erosion control plans
will need to be submitted and approved before permits £or grading and
road construction can be obtained. Tree preservation will be done in
two phases for this subdivision: 1) one preservation plan for grading
and road work for the subdivision, and; 2) when houses are built on
individual lots a tree preservation plan wi11 be required as needed
£or each lot. A permit from the Ramsey-Washington Metro Watershed
District will a7.so be required to ensnre that erosion and
sedimentation are adequately controlled during and after
construction. `
f. All land intended for building sites can be used safely mithout
eadaagering the resideats by peri2 from floods, erosion, coatiauous2y
kigh water table, severe soil coaditioas or other meaace.

The land can be safely developed and used for residential purposes as
intended without endangering residents. Tree preservation plans and
erosion control plans will be required before permits for grading and
sCreet construction can be approved. Tree preservation plans will
also be required as needed as each individual lot in the subdivision
is developed. .
g. The aubdivisioa can be economicaZly served with public faciZities aad
services.
The lots will be served by public facilities and services accessible
from McKnight Road. The applicant will need to obtain an ordinance
permit from the city to construct the roadway and utilities. Public
Works made the following comments regarding the roadway and
utilities: 1) the roadway widths , cu1 de sac radius, and right-of-
way widths are acceptable; 2) crest vertical curve on the roadway
shall meet a 30 mile per hour design speed; and 3) storm sewer
location will need to be revised. In addition, Public Works
commented that street lighting and boulevard trees must be installed
as part of the project.
Since the storm sewer in McKnight Road is owned by Ramsey County, the
applicant will need to obtain permission from the county to connect
to it. In addition, the agplicant will need to obtain peimission
from Ramsey County £or the Emerald Lane street opening and any
driveway openings on to n7cKnight xoad.
The proposed utility and grading plans submitted with the plat are
incomplete and are not approved as part of the plat.
F. STAFF R8COb4iENDATION: Based on findings 1 and 2 staf£ recommends approval
of the Emerald Estates Preliminary and Final Plat.

Preliminary and final piat
The Department of Public Works has completed its review of the above referenced piat, and has the
following comments.
1. Due to the plat being a replat of a recently recorded plat with ties to govemment corners shown, it is
nof necessary to show them again, as long as some found monumentation is shown that would control
the location of the plat.
2. If on this plat there are nof any found monuments shown from the first plat, then ties to govemment
corners wiil need to be shown.
3. This plat will 6e subject fo review by fhe Ramsey County Surveyor.
4. The property owner/developer will need an ordinance permit to construct the roadway and utilities.
The following requirements pertain to the ordinance permii.
a) The roadway widths, cul-de-sac radius and right-of-way widths are acceptable.
b) Crest vertical curve on the roadway shaf( meet a 30 mph design speed.
c) Storm sewer location wil! need to be revised.
5. Street lighting and boufevard trees must be instal(ed as part of tf�e project.
Call Ken Taillon at 266-6215 for sireet lighting standards and specifications.
Call Greg Reese at 488-7291, ext. 306 far boulevard tree planting requirements.
6. The storm sewer in McKnight is owned by Ramsey County and will require their permission for a
connection.
7. Permission from Ramsey County Public Works must also be obiained for the Emerald Lane street
opening and any driveway openings onto McKnight Road.

You need to send me a copy of a permit for grading from the Ramsey Washington Metro
Watershed District. Contact Cliff Aichinger 777-3665. They will be looking primazily at erosion .
and sediment control. Your plan should have the following information:
The location of the siltfenceis already shown. You should add the attached detail.
A note must be added to the grading plan stating "Upon completion of storsn sewer installation,
storm sewer in]ets shall be proteeted from sediment by silt fence, hay bales or equivalent

All disturbed ground IePC inactive for fourteen or more days must be stabilized by seeding,

Tree preservation
This site is in the St. Paul Tree Preservation District. Yon already have a plan showing existing
trees. You need to show which trees will be affected by grading for tfie subdivision, steps to
protect trees to remain and any replacement trees. I have attached a handout on tree preservation
plans. We agreed that tree preservation would be done in rivo phases for this subdivision: You
will submit oae for the grading and road work for the subdivision and when houses are built oa
individual lots a tree preservation plart will be required as needed for each lot.

homes. One duplex town home building is under construction..
The surrounding land uses are: to the north, open space in the City of
Roseville; to the east, multi-family residential; to the south, mixed
density residential; and to the west, Elmhurst Cemetery.
C. BACRGROIIND: Sn october, 1997, the Planning Commission approve a special
condition use permit to allow this 28 unit town house development. At the
same time, the Commission also approve a 5 foot front yard variance for
three buildings on the Cohansey Street cul-de-sac and a 10 foot front yard
setback variance for the building on Larpenteur,

of the city. By providing an alternative type of housing for middle and
upper income homeowners, the proposal ful£ills objectives o£ the Saint
.Paul Housing Policy for the 1990s.
5. The subdivision presezves and incorporates the site's important existing
natural features, whenever possible.
An existing wetland on the site will be preserved.
6. AlI land intended for building sites can be used safe3y without

A. PURPOSE: To consider preliminary and final plat approval for Emerald
Estates proposed by Kevin Tramm Construction. The plat will create sixteen
(16) lots for single family homes.
B. SITE & ARfiA CONDITIONS: The property is approximately 6.9 acres in size
and is vacant, except for Lot 16 which has a single family home on it. The
property is occupied by scattered trees and vegetation. The site rises
from MeKnight Road and has gentle slopes with a rolling terrain.
The property is surrounded on the north, south, and west by single family
homes in an R-1 zoning district. To the east is residential development in
the City of Maplewood.
C. HISTORY AND SACRGROIIND: The subject property, along witti one lot to the
north and one lot to the south, was platted in 1996 to create eight lots
measuring 82 feet wide and 614 feet deep. The applicant is proposing to
replat 5ix of those lots to create a 16 lot subdivision.
D. DFSTRICT COIINCIL RBCONIDSSNDATION: The District 1 Community Council voted to
support the preliminazy and final plat.
E. REOIISRSD FINDINGS:
1. The applicant intends to subdivide a 6.9 acre site into 16 lots £or
single family residential development. The applicant owns five o£ the
six lots being subdivided and has a contract to purchase the other lot.
The owners of that lot consent to their property being included in the
plat. The subdivision wi11 consist of two lots with frontage on
McKnight Road measuring about 82 feet by 614 feet, with lot areas of
more than 40,000 square £eet. One of these lots already has a house on
it. The remaining lots in the subdivision will have frontage on a new
street, Emerald Lane, and consist of lots ranging in size from 10,700 to
18,000 square feet.

2. Section 67.406 of the zoning code, Review of Divisions of Land, states
that the following findings must be met prior to approval of a
subdivision:
a. ASI the appZicable provisioas of the Legislative Code are comp.Iied
with.
This finding is met. City staff have reviewed the proposed plat and
determined that it meets all requirements and standards o€ the City.
b. The proposed subdivisioa will aot be detrimeatal to the present and
potential surrounding land uses.
This finding is met. The property will be developed with uses
compatible to the surrovnding area, which are residential in nature.
c. The area surroundiag the subdivision can be planned and developed .i.n
coordiaatioa and compatibility mitk tlxe proposed subdivision.
The area surrounding the subdivision is Iargely developed for low
density residential uses. The proposed plat and future uses are
compatible with respect to those land uses.
d. Tke subdivisioa is ia coaformance witk the Compreheasive PSan.
This finding is met. The Land Use Plan calls for residential use and
the property is zoned R-1, low density single family residential.
The main housing recommendation o£ the District 1 Plan states, "The
District 1 Community Council recognizes that this is one of the last
areas of the city where needed housing can be built. District 1 will
work with developers to ensure good development, but will generally
oppose rezonings to higher densities." p.ii
e. The subdfvisioa preserves aad iacorporates the sfte's importaat
existing naturai features, mfienever possibZe.
This finding is met. Tree preservation and erosion control plans
will need to be submitted and approved before permits £or grading and
road construction can be obtained. Tree preservation will be done in
two phases for this subdivision: 1) one preservation plan for grading
and road work for the subdivision, and; 2) when houses are built on
individual lots a tree preservation plan wi11 be required as needed
£or each lot. A permit from the Ramsey-Washington Metro Watershed
District will a7.so be required to ensnre that erosion and
sedimentation are adequately controlled during and after
construction. `
f. All land intended for building sites can be used safely mithout
eadaagering the resideats by peri2 from floods, erosion, coatiauous2y
kigh water table, severe soil coaditioas or other meaace.

The land can be safely developed and used for residential purposes as
intended without endangering residents. Tree preservation plans and
erosion control plans will be required before permits for grading and
sCreet construction can be approved. Tree preservation plans will
also be required as needed as each individual lot in the subdivision
is developed. .
g. The aubdivisioa can be economicaZly served with public faciZities aad
services.
The lots will be served by public facilities and services accessible
from McKnight Road. The applicant will need to obtain an ordinance
permit from the city to construct the roadway and utilities. Public
Works made the following comments regarding the roadway and
utilities: 1) the roadway widths , cu1 de sac radius, and right-of-
way widths are acceptable; 2) crest vertical curve on the roadway
shall meet a 30 mile per hour design speed; and 3) storm sewer
location will need to be revised. In addition, Public Works
commented that street lighting and boulevard trees must be installed
as part of the project.
Since the storm sewer in McKnight Road is owned by Ramsey County, the
applicant will need to obtain permission from the county to connect
to it. In addition, the agplicant will need to obtain peimission
from Ramsey County £or the Emerald Lane street opening and any
driveway openings on to n7cKnight xoad.
The proposed utility and grading plans submitted with the plat are
incomplete and are not approved as part of the plat.
F. STAFF R8COb4iENDATION: Based on findings 1 and 2 staf£ recommends approval
of the Emerald Estates Preliminary and Final Plat.

Preliminary and final piat
The Department of Public Works has completed its review of the above referenced piat, and has the
following comments.
1. Due to the plat being a replat of a recently recorded plat with ties to govemment corners shown, it is
nof necessary to show them again, as long as some found monumentation is shown that would control
the location of the plat.
2. If on this plat there are nof any found monuments shown from the first plat, then ties to govemment
corners wiil need to be shown.
3. This plat will 6e subject fo review by fhe Ramsey County Surveyor.
4. The property owner/developer will need an ordinance permit to construct the roadway and utilities.
The following requirements pertain to the ordinance permii.
a) The roadway widths, cul-de-sac radius and right-of-way widths are acceptable.
b) Crest vertical curve on the roadway shaf( meet a 30 mph design speed.
c) Storm sewer location wil! need to be revised.
5. Street lighting and boufevard trees must be instal(ed as part of tf�e project.
Call Ken Taillon at 266-6215 for sireet lighting standards and specifications.
Call Greg Reese at 488-7291, ext. 306 far boulevard tree planting requirements.
6. The storm sewer in McKnight is owned by Ramsey County and will require their permission for a
connection.
7. Permission from Ramsey County Public Works must also be obiained for the Emerald Lane street
opening and any driveway openings onto McKnight Road.

You need to send me a copy of a permit for grading from the Ramsey Washington Metro
Watershed District. Contact Cliff Aichinger 777-3665. They will be looking primazily at erosion .
and sediment control. Your plan should have the following information:
The location of the siltfenceis already shown. You should add the attached detail.
A note must be added to the grading plan stating "Upon completion of storsn sewer installation,
storm sewer in]ets shall be proteeted from sediment by silt fence, hay bales or equivalent

The attached detail for a rock construction entrance must be added to the plan alottg with a note
stating "A rock construction entrance to be installed and maintained at entrances to existing hard
surface roads. Rock entrance sha11 be no less than 50' in length and as wide as necessary for

A note must be added to the pian stating "Adjacent streets and alley to be swept dai[y as needed
to keep them free of sediment"
All disturbed ground IePC inactive for fourteen or more days must be stabilized by seeding,
soddireg, or mulching.
Tree preservation
This site is in the St. Paul Tree Preservation District. Yon already have a plan showing existing
trees. You need to show which trees will be affected by grading for tfie subdivision, steps to
protect trees to remain and any replacement trees. I have attached a handout on tree preservation
plans. We agreed that tree preservation would be done in rivo phases for this subdivision: You
will submit oae for the grading and road work for the subdivision and when houses are built oa
individual lots a tree preservation plart will be required as needed for each lot.
