MEMOI2ANDUM OF UNDERSTANDING
This Memorandum of Understanding is agreed upon and entered into this ` day of
, 1998, by and between the City of Saint Paul and the Saint Paul School District.
RECITALS
WE�REAS, the parties acknowledge that School Liaison Officers to Saint Paul high
schools and some junior high or middle schools have been provided since 1987; and
WHEREAS, the parties have also provided police officers for the DARE program
operated in Saint Paul elementary schools since 1989; and
WF�REAS, the parties hereto agree to the value and need to having a strong
commitment to providing a safe environment in and around Saint Paul schools; and
WFIEREAS, the parties hereto agree that it is important to the community, the City and
the School District to enhance education on the dangers of drujs in elementary schools, to give
the students the tools to face problems and situations they will find themselves in the future; and
WHEREAS, Minnesota Statutes, section 124.912, subd. 6 ailows for the School District
to levy an amount per Saint Paul resident to reimburse the City, through a contract, for the costs
of police liaison programs and a drug prevention program; and
WHEREAS, the parties hereto agree that it is important to equally share the costs of
these programs.
AGREEMENT
TI-�REFORE, the parties hereto agree to the following regardin; financing and operation
of the School Liaison Pro�ram and the DARE Program:
1) The School Liaison Program and the DARE Pro�ram will operate for a 9.5 month
schooi year, with the City police personnel returned to other city mana�ed duties during
the remainin� 2.5 months of the year.
2) St�ng levels will remain at six (6) Dt1ItE officers, nine (9) school liaison officers and
one (1) sergeant. Reassignment of the number of ofiicers from one program to another
may only be done upon mutual a�reement by both the City and the School District. These
police personnel are dedicated to the duties of these pro�rams and will not be removed
from the schools, except for police emergencies.

3) Each party shall fund one-half of the costs associated with the operation of these
programs based upon a 9.5 month school yeaz with the City funding the full costs of the
remaining 2.5 months of the year.
4) The School District annuai financial commitment to the City shal] be �385,000 for the
September, 1997 to 3une, 1998 school yeaz.
5) In December, the City will bill the School District for reimbursement of one-half
of the City's total recorded costs of the DARE and School Liaison Programs for the
5eptember to December portion of the school year. In July, the City wili bill the School
District for reimbursement of one half of the City's total recorded costs of the DARE and
School Liaison Programs for 5.5 months, which is the January to June portion of the
schoot year. All bills will be paid within standard terms of 30 days.
6) For the School Districi's budgeting purposes, in 7une of each year, the CiTy will provide
an estimate of budget need for the costs of the two programs for the coming school year.
In ali cases, actual costs, and not a budget estimate, will form the basis of reimbursement
biilings to the School District provided, however, that the DistricYs total payments to the
City do not exceed the amount agreed to by the parties in June of the preceding year.
7) If the School District wishes to increase the number of officers, the City may honor
such a request at its sole discretion. The School District will fund the entire cost of the
additional officers, unless othenvise agreed to by the parties.
8) In the event that either the DARE Program or the School Liaison Officer program is
reduced or eliminated, this agreement shall be temunated. At that point, services wi11 be
billed and paid for the time the program was in effect and police personnel provided. A
new agreement must be reached prior to the provision of police personnel and
reimbursement of costs for the continuation of any of the remaining programs and
services.
9) The City will maintain the management and personnel-related issues ofthe assigned
police personnel.
10) The School District may conduct a study and analysis of their drug prevention efforts,
including the DARE Program, and the City shall have an active and participatory role in
these efforts and any dealing with the school liaison office efforts.
11) This document pertains only to the fundin� and operation of the DAILE Program and
the School Liaison Officer Program.
12) The Chief of Police and the School Superintendent shall meet at least once annually
regarding these programs and other related issues to coordinate collaborative public safety
efforts in Saint Paul schools.

13) This agreement shall be renewed annually upon written exchange of notices from both
of the parties declaring each parties' intent to continue for an additional one year terrn.
Such notices shall be exchanged by June 30 of each year and failure to do so by either of
the parties shall cause an automatic ternunation of any obligations for the upcoming school
year.
