i WHEREAS, the purpose of the Community Health Services Advisory
2 Committee (CHSAC) is to advise, consult with or make recommendations to
3 the Saint Paul City Councit and the Ramsey County Board of Health on matters
a relating to poiicy development, legislation, maintenance, funding, and
5 evafuation of community health services; and

WHEREAS, members are expected to: attend CHSAC and other assigned
meetings and to notify the Chairperson for excused absences; serve on one
of the two standing subcommittees and on any ad hoc task force as
requested by the Chairperson and prepare for active participation in
discussions and decision making by consulting with their locai Boards of
Health and CHSAC staff and by reviewing meeting materials; and
WHEREAS, a Memorandum of Understanding with the labor Unions, Part F.
Advisory Committee, states; "The City supports amending the existing
resolutions to expand the Committee membership from 21 to 23 members
by adding two labor representatives who have public heaith experience, one
from the City and one from the County"; and
WHEREAS, the Joint Powers Agreement dated December 1997, states that the
Joint City - County Community Health Services Advisory Committee Shall
continue in effect in accordance with the process in effect at the time of this
Agreement uniess otherwise agreed to, in writing, by the parties;
WHEREAS, the County Board has approved the amended representation of
the appointments to the Joint City - County Community Health Services
Advisory Committee; and
THEREFORE, BE IT RESOLVED, the CHSAC shali be composed of twenty-three
(23l members. Ten members wilt be appointed bY the City of Saint Pau! and
thirteen members by the Ramsey County Board of Commissioners; and

BE IT FURTHER RESOLVED, the composition of the CHSAC shall represent as
much as possible the following groups: persons interested in public heaith,
recipients of pubiic health services, public health professionals, persons
interested in labor, and licensed health professionals such as physicians,
nurses and allied health professionals.
