WHEREAS, Saint Paul is a city of strong and vibrant neighborhoods; and WF7EREAS, it is essential to the health and vitality of our community that the Saint Paul Public Schools aze of excellent quality; and W AEREAS, it is important that siblings have the opportunity to attend the same school; and WHEREAS, the current palicy of the Saint Paul Public Schools does not allow sibling preference in both elementary and secondary schools; and WHEREAS, the current service areas as designated by the Saint Paul Public School Boazd encourage busing; and WHEREAS, in some neighborhoods in Saint Paul, residents can see a public school from their home but their children attend another school miles away because of current School Board policy; and WHEREAS, neighborhood schools are important to the City of Saint Paul, its citizens, and its students and educators; now therefore be it 1 y'� Zz3 � 2 3 4 5 6 � 9 10 RESOLVED, that the City of Saint Paul supports the foliowing policies: i. That pazents and students in Saint Paul have the absolute right to choose their neighborhood school for attendance, subject to enrollment capacity; 2. That there be a sibling preference policy reinstated in Saint Paul Public Schools; 3. That the adopted attendance boundaries allow for local residents to choose the school closest to them; and be it further RESOLVED, that the City of Saint Paul requests that the Saint Paul School Boazd adopt these policies for the 1998-1999 school year; and be it finally AESOLVED, that the Council Secretary be directed to forward a copy of this resolution to the Saint Paul Board of Education upon is passage, approval and publication. Establish a common set of expectations for student achievement in our schools, ways to evaluate and measure their progress--with clear consequences for those schools that fail to help students meet expectations which would include test resulu, attendance criteria, and graduation rates; and 3. Provide for more site-based control; and 4.
