Three (of a totai of 17) former underground fuel tank sites require soil remediation work
in accordance with Minnesota Pollution Control Agency regulations, to decontaminate soil
areas where leaks were found to be present. City is eligible for up to 90� reimbursement
of its costs from the State Petrofund.
Soil remediation work will be completed in accordance with MPCA requirements.

. MPCA Required Remediation
I am writing to request a"CIB loan" of $40,000.00 to enable the
Division of Parks and Recreation to conduct soil remediation work
required by MPCA at three locations in the parks system. The City is
eligibie to receive up to 90% reimbursement of the $40,000.00 from the
Minnesota Petrofund.
Background
In 1988, the Federal EPA and the State of Minnesota enacted regulations
requiring eatensive leak prevention updating of underground fuel storage
tanks and the installation of costly monitoring systems. These regulations
applied to all installations, regardless of age, location, size, etc. The
alternative was to provide aboveground tanks of an approved design and
installation, which required much less costly and less sophisticated
monitoring systems.
All of the underground fuel tanks in the parks system except one were of
an age where replacement was required under the new regulations, and
the City decided to remove the underground tanks and replace as needed
with aboveground tanks. 5eventeen (1� underground tanks at eight (8)
• locations were removed, and thirteen (13) new aboveground tanks at seven
('T) locations were instailed. CIB funds were appropriated for this work in
1992 and 1994, totalling $319,000.00. .

Current Conditions
All removals were completed in accordance with MPCA procedures,
including testing of the soiis at each tank location for evidence of leakage.
Of the seventeen tanks removed, four were found to be leaking: Como
Maintenance (two locations), Highland Maintenance and Watergate
Marina. MPCA determined that the Highland location was a very minor
leak which required no further action. The Como and Watergate locations
however, require MPCA approved soil remediation work. This work is to
be undenvay during 1995, to meet MPCA requirements.
Cost and Reimbursement
The cost for remediation work has been estimated to be $40,000.00. The
City must contract for the work, oversee its completion to the satisfaction
of MPCA, and may then apply for and receive up to 90% reimbursement
for the City's costs from the Minnesota Petrofund Program.
We are prepared to proceed with this project upon funding approval, and
will make every effort to have the work completed and reimbursement
made within twelve months.
