between ihe City of Saint Paul (Ramsey Counry, Minnesota) and the Ciiy of Brooklyn Center,
(Hennepin Covnty, Minnesota).
WHERF.AS, the City of Saint Paui and the City of Brookiyn Center, pursuant to ihe
provisions Minnesota Statutes 47l .59 aze authorized to enter into an agreement to exercise jointly ihe
governmental powers and functions each has individually; and
WFiEREAS, the City of Saint Paul and the City of Brookiyn Center, desire to combineLheir
purchasing functions for the purchase of equipment, materials, services and supplies to secure more
favorable prices and condivons;
NOW THEREFORE, IT IS HERE$Y AGREED, by and between the parties hereto as
follows:
1. The Ciry of Saint Paul shall, pursuant to the procedures set fourth in the Saint Paui City
Charter and appiicable 5tate Stamtes, make jaint purchases for both the City of Brooklyn Center and
the City of Saint Paul of whatever same or similaz equipment, materials, services and supplies are
authorized and requested by both the City of Saint Paul and the City of Brooklyn Center.
Similarly, the City of Brooklyn Center shall make joint purchases for the two entities in accordance
with all appiicable Statutes and policies.
2. Each party shall make payment d'uecfly to the vendor according to established procedures.
3. Neither parry shall assume any responsibiliry for the accountability of funds expended by
the other or the issuance of a purchase order by the other party.
4. Each party shall be separately accountable for its own expenditures of public funds made
hereunder.
5. After bids have been received by the designated purchasing department on behalf of both
entities, and awarded, each parry shall enter into its own contract or agreement with the vendor.

6. As mutuaily agreed upon, the panies may share costs associated with the shared bidding
