WF�REAS, The State of Miunesota Department of Natival Resources, Office of Planning has funding
available to increase and enhance outdoor recreation facilities through the Local Grants Program, and
WFIEREAS, the City of Saint Paul is an eligible applicant and desires to submit an application for the
Groveland Recreation Center Play Area reconstruction project;
5 NOW TFIEREFORE BE TT RESOLVED, that the City of Saint Panl act as legal sponsor for the
6 Groveland Recreation Center Play Area reconstmction project coniained in the Outdoor Recreation Grant
7 Application to be submitted on March 31, 1998 and that the Mayor and proper city officials are hearby authorized
8 to apply to the Departrnent of Nahu�al Resources for funding of this project on behalf of the City of Saint Paul, and

BE IT F[JRTHER RESOLVED, that the City of Saint Paul has the legal authority to apply for financial
assistauce, and the institutional, managerial, and finaucial capability to ensure adequate conshuction, operation,
maintenance and replacement of the proposed project for its design life, and
BE IT FUATf�R RESOLVED, that the City of Saint Paul has not incurred any cos[s, has not entered
into any written agreements to purchase properry, and
BE IT F(JRTFIER RESOLVED, [hat the Cii�� of Saint Paul has not violated any Federal, State, or Local
laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt
practice, and
17 BE IT FURTHER RESOLVED, that upon approval of its application by the state, the City of Saint Paul
18 may erner into an agreemeut with the State of Minnesota for the above-referenced project, and that the City of
19 Saint Paul certifies that it will comply with all applicable laws and regularions as stated in the contraci agreement
2 0 and described in the Compliances section of the Outdoor Recreation Grant Program Application, and
21 BE IT FINALLY RESOLVED, that the Mayor and proper city officials of the City of Saint Paul aze
2 2 hearby authorized to execute such agreements as are necessary to implement the project on behalf of the City.
