WF�REAS, The 3tate of Minnesota Department of Natural Resources, Office of Planning has funding
available to acquire natural and scenic azeas throngh the Local Grants Pmgr�m, and
WAEREAS, the City of Sairn Paul is an eligible applicant and desires to submit an agplicarion for the
Highwood Pazk Nature Preserve acquisition project;
5 NOW Tf�REFORE BE 11' RESOLVED, that the City of Saint Paul act as legai sponsor for the
6 Highwood Park Nature Preserve acquisition project contained in the Natural and Scenic Area Grant Program
7 application to be submitted on Mazch 31, 1998 and that the Mayor and proper city officials aze hearby authorized
8 to appty to the Department of Natural Resources for funding oF this project on behalf of the City of Saint Paul, and

BE IT FURTHER RESOLVED, that the City of Saint Paul tias the legal authority to agply for financial
assistance, and the institutional, managerial, and financial capability to ensure adequate consixuciion, operation,
maintenance and replacement of the proposed project for its design life, and
BE IT FURTf�R RESOLVED, that the City of Saini Paul lias not incurred any costs, and has not
entered into any varitten agreements to purchase properry proposed by this project, and
BE IT F(JRTFTER RESOLVED, that the City of Saint Paul has not violated any Federal, State, or Local
laws pertaining to fraud, bribery, grafr, kickbacks, collusion, conflict of imerest or other unlawful or corrupt
practice, and
17 BE TT FURTI�R RESOLVED, that upon approval of its application by the state, the City of Saint Paul
18 may enter into an agreement with the State of Minnesota for the above-reFerenced project, and that the City of
19 Saint Paul cer[ifies that it will comply with all applicable laws and regulations as stated in the contract agreement
2 0 and described in the Compliances sec[ion of the Nahual and Scenic Area Grant Program Application, and
21 BE TT FINALLY RESOLVED, that the Mayor and proper city officials of the City of Saint Paul aze
2 2 hearby authorized to execute such agreements as are necessary to implement the project on behalf of the City.
