2 CITIES (NLC) TO TAKE A LEADERSFiIP ROLE IN REDUCING GREENHOUSE GAS EMISSIONS
3 WHEREA5, there is broad-based agreement wathin the world's scientific community, including 2,500
4 members of the United Nations' Intergovernmental panel on climate change, that global wanning has begun and
5 could severely impact the planet, and that it is the buildup of cazbon dioxide (CQ2) and other greenhouse gases in
6 the atmosphere that ue causing global warming and having a profound effect on the earth's climate; and
7 WHEREAS, the buildup of CO2 is primarily dne to the combustion of fossil fuels, and it is scienlific opinion
8 that human-caused fossil fuel emissions are at least partly to blame for this climate change; and
9 WHEREAS, the United States is the lugest emitter of CO2 and other greenhouse gas emissions in the world,
10 emitting 25 percent of the world's CO2 output; and
11 WHEREAS, cities and counties will be gteafly impacted by the extreme weather events, such as severe
12 storms, heat waves, flooding, mud slides, communications and power transmission system breakdowns, increased
13 air poIlution and other environmental health problems, and disruption of key infrastructure (e.g., roads, bridges,
14 water and sewage treatment plants) associated with global wanning; and
15 WHEREAS, actions taken to reduce greenhouse gas emissions and increase energy-efficiency provide
16 multipie grass-roots benefits by decreasing urban pollution, creating jobs, reducing energy/utility expenditures and
17 waving money £or the local government, its businesses and its citizens; and
8 WHEREAS, the United States joined with more than 160 countries in signing the United Nations Framework
9 Convention on climate change at the 1992 Earth Smmnit in Rio de Janeiro, Brazil, calling on indusirialized nations
0 to reduce their greenhouse gas emissions to 1990 leveis by the year 2000; and
WHEREAS, the City of Saint Paul, Minnesota conducted a study in 1996 of greenhouse gas emissions
generated by its jurisdiction, and is committed to adopting a greenhouse gas emissions reduction tazget and
implementing a local action plan designed to meet that target; and
'� WHEREAS, the United States took a leadership role in efforts to reduce greenhouse gas emissions, and the
adirunistrafion and Congress aze now initiating the international negotiations on climate change that took place in
Kyoto, 7apan in November of 1997; and
WHEREAS, the Nafional League of Ci6es {NLC) is the fornvdable organization representing thousands of
communities all over the United States, whose public health, welfaze, safety environment, and quality of life aze at
stake because of the potential detrimental impacts of global climate change; now, therefore, be it
