This Report
St. Paul's Sales Tax Kevitalization (STARJ Program has just completed ifs tliird yeaz of awarding loans
and grants for capital improvement projects in St. Paul neighborhoods and the downtowa cultural
disuict. Tfiis annual report on tfie STAR Program includes:

What is the STAR Program?
The Minnesota State I,egislature provided legislauve authorizauon for the Ciry of Saint Paul to levy
an addirional 1/2 percent sales talc in May, 1993: T1te authorizing legislation states that revenues
may be used to pay all or a portion of the capital expenses for expansion and remodeling of the St.
Paul Civic Center complex. The legislation further states, "The remainder of the funds must be
spent for capital projects to funher residential, cultural, commercial and economic development
in both downtown St. Pau1 and St. Paul neighborhoods". The City determined that 40% of the
sales tax proceeds would pay for 30 yeaz bonds issued to fuiance the renovarion and expansion of
the Saint Paul River Centre (formerly the Saint Paul Civic Center). The remaining 60% of sales
tax proceeds would be spent on other capital nnprovement projects in Saint Paul.
In mid-1994, the City Council established the Sales Tax Revitalizarion (STAR) Program, which
includes the Neighborhood STAR and Cuitural STAR Programs, to distribute the remaining sales
tax proceeds. The Neighborhood STAR Program awazds loans and grants for capital improvement
projects in Saint Paul neighborhoods, and is funded with 50% of the sales tax proceeds. The
Cultural STAR Program, funded with the remaining 10% of sales tax proceeds, awards loans and
grants for capital improvement projects that further cultural ac6vities in Saint Paul. However,
changes to the state legisla4on during the 1997 session will enable the City to use funds in the
Cultural STAR Program for cultural organization operating expenses as well, beginning in 1998.
Both the Neighborhood and C�Ihual STAR Programs have completed three annual funding cycles,
which were administered by the City's Department of Planning and Economic Development.

This Report
St. Paul's Sales Tax Kevitalization (STARJ Program has just completed ifs tliird yeaz of awarding loans
and grants for capital improvement projects in St. Paul neighborhoods and the downtowa cultural
disuict. Tfiis annual report on tfie STAR Program includes:

What is the STAR Program?
The Minnesota State I,egislature provided legislauve authorizauon for the Ciry of Saint Paul to levy
an addirional 1/2 percent sales talc in May, 1993: T1te authorizing legislation states that revenues
may be used to pay all or a portion of the capital expenses for expansion and remodeling of the St.
Paul Civic Center complex. The legislation further states, "The remainder of the funds must be
spent for capital projects to funher residential, cultural, commercial and economic development
in both downtown St. Pau1 and St. Paul neighborhoods". The City determined that 40% of the
sales tax proceeds would pay for 30 yeaz bonds issued to fuiance the renovarion and expansion of
the Saint Paul River Centre (formerly the Saint Paul Civic Center). The remaining 60% of sales
tax proceeds would be spent on other capital nnprovement projects in Saint Paul.
In mid-1994, the City Council established the Sales Tax Revitalizarion (STAR) Program, which
includes the Neighborhood STAR and Cuitural STAR Programs, to distribute the remaining sales
tax proceeds. The Neighborhood STAR Program awazds loans and grants for capital improvement
projects in Saint Paul neighborhoods, and is funded with 50% of the sales tax proceeds. The
Cultural STAR Program, funded with the remaining 10% of sales tax proceeds, awards loans and
grants for capital improvement projects that further cultural ac6vities in Saint Paul. However,
changes to the state legisla4on during the 1997 session will enable the City to use funds in the
Cultural STAR Program for cultural organization operating expenses as well, beginning in 1998.
Both the Neighborhood and C�Ihual STAR Programs have completed three annual funding cycles,
which were administered by the City's Department of Planning and Economic Development.

This Report
St. Paul's Sales Tax Kevitalization (STARJ Program has just completed ifs tliird yeaz of awarding loans
and grants for capital improvement projects in St. Paul neighborhoods and the downtowa cultural
disuict. Tfiis annual report on tfie STAR Program includes:

What is the STAR Program?
The Minnesota State I,egislature provided legislauve authorizauon for the Ciry of Saint Paul to levy
an addirional 1/2 percent sales talc in May, 1993: T1te authorizing legislation states that revenues
may be used to pay all or a portion of the capital expenses for expansion and remodeling of the St.
Paul Civic Center complex. The legislation further states, "The remainder of the funds must be
spent for capital projects to funher residential, cultural, commercial and economic development
in both downtown St. Pau1 and St. Paul neighborhoods". The City determined that 40% of the
sales tax proceeds would pay for 30 yeaz bonds issued to fuiance the renovarion and expansion of
the Saint Paul River Centre (formerly the Saint Paul Civic Center). The remaining 60% of sales
tax proceeds would be spent on other capital nnprovement projects in Saint Paul.
In mid-1994, the City Council established the Sales Tax Revitalizarion (STAR) Program, which
includes the Neighborhood STAR and Cuitural STAR Programs, to distribute the remaining sales
tax proceeds. The Neighborhood STAR Program awazds loans and grants for capital improvement
projects in Saint Paul neighborhoods, and is funded with 50% of the sales tax proceeds. The
Cultural STAR Program, funded with the remaining 10% of sales tax proceeds, awards loans and
grants for capital improvement projects that further cultural ac6vities in Saint Paul. However,
changes to the state legisla4on during the 1997 session will enable the City to use funds in the
Cultural STAR Program for cultural organization operating expenses as well, beginning in 1998.
Both the Neighborhood and C�Ihual STAR Programs have completed three annual funding cycles,
which were administered by the City's Department of Planning and Economic Development.
