2 LAWAAII�AMP SIS'I`ER COMMI7NITY RELATIONSIiIP
3 WHEREAS, in 1487, the Saint Paul City Council took a formal position as being staunchly opposed to the
4 apartheid system in South Africa, and
5 WHEREAS, the residents of Lawaaikamp, South Africa, were threatened with a forced relocation by the local
6 government of the neazby City of George and were seeking help to publicize their plight to the international
7 community, and
8 WHEREAS, Saint Paul's Mayor, City Council, and a citizens committee agreed to work in partnership with the
9 people of Lawaaikamp to save their community and develop a mutually rewazding relationship, and
10 WHEREAS, in February, 1988, the Lawaaikamp Civic Association notified the City of Saint Paul of their
11 agreement to enter into a partnership with Saint Paul, and on February 23, 1988, the Saint Paul City Council
12 approved a resolution that formalized a Sister Community relationship, and
13 WHEREAS, I,awaaikamp and Saint PauPs ensuing joint effort was very effecfive in gaining international publicity
14 and was successful in stopping the City of George from forcing the residents out of their homes, and
15 WHEREAS, over the past ten years many bonds have formed between the people in Saint Paul and in L,awaaikamp
16 benefitting both communities far beyond initial expectations, and
17 WHEREAS, Lawaaikamp, recenfly incorporated into the City of George, continues to develop its economy,
18 infrastructure, school, and housing and one of its early resistance leaders and a member of the Lawaaikamp Civic
19 Association has been elected to the position of Mayor of George,
20 NOW THEREFORE BE IT RESOLVED, that Melford Notshokow, Mayor of George, be recognized for his past
21 leadership in the Lawaaikamp community and for his cuttent leadership in the post-apartheid era, and
22 BE IT FURTHER RESOLVED, that all those who have served on the Saint Paul-Lawaaikamp Committee and
23 all those in L,awaaikamp and 5aint Paul who have contributed to this partnership be commended, and
24 SE IT FURTHER RESOLVED, that the Saint Paul City Council urges the continuation of the partnership,
25 acknowledges February 23, 1998, as "Saint Paul-Iawaaikamp Day in Saint Paul, " and encourages the celebration
26 of the lOth annaversary of this relationship which has enhanced tt�e lives of so many in both communities, and;
