1 WHEREAS, Charles J. "Chuck" Armstrong began his tenure with City of Saint Paul as a I,obbyist to the Minnesota
2 State L.egislature helping secure millions of dollazs for Saint Paul projects including the Wabasha bridge, Science
3 Museum, Ford Motor Training Center, and the retirement of Como Park bonds; and,
4 WHEREAS, Chuck has successfully served as manager of the City's programs such as Energy Conservation and
5 Environmental Liability; and,
6 WHEREAS, Chuck has used his finely honed organizational and diploma6c skills on behalf of Saint Paul in
7 negotiations to achieve a DARE/School Liaison Officer contract, distribution of After-School Youth Enrichment
$ Bonds, overseeing the Mayor's Action Strategy for powntown Pazking and Transit, as well as implementing vital
9 projects such as the Phalen Corridor Initiative; and,
10 WHEREAS, Chuck has spent this past year as Mayor Coleman's Assistant Chief of Staff, effectively managing the
11 Mayor's office and personnel; and,
12 THEREFORE BE TI' RESOLVED, that the Saint Paul City Council does hereby acknowledge its great debt to
13 Chazles J. "Chuck" Armstrong by declazing Wednesday, December 23, 1998:

15 in the City of Saint Paul; and,
16 BE TT F[JRTHER RESOLVED, that the Council declazes Charles J. "Chuck" Armstrong a goodwill ambassador
17 and honorary Mayor of the city of Saint Paul.
