WHEREAS, To comply with the Metropolitan Council - Environxnental Services method of chazging
local governing bodies for Reserve capacity chazges, the Saint Paul City Council, pursuant to Section
77.07 of the Saint Paul Legislafive Code, adopted Resolution C.F. 260524 on January 23, 1973 (Chapter
A-7 Administrative Code) as amended, which establishes Service Availability Chazges (SAC); and
WFIEREAS, The Metropolitan Council - Environmental Services has increased the unit chazges for the
year 1999 from $1,000.00 to $1,050.00 per unit; now therefore be it
RESOLVED, Tt�at Council Resolution C.F. 260524, adopted January 23, 1973, as amended, be and the
same is hereby further amended so as to increase the SAC unit charge from $1,000.00 to $1,050.00 per
unit; and be it
FURTHER RESOLVED, That this amending resolution shall take effect and be in force from and after
its passage and approval.

The Me�opalitan Council -Environmenial Services has eshablished the 1999 SAC rates. Effeclive
7anuary 1, 1999, the SAC: rate will be $1,050 for communities with interceptozs, and S1,015 for the
communities of Cottage Grove, Hastings and Stillwater who do not have metropolitan interceptor seivice.
The 1999 rates reflect an increase of $50 and $65, respectively.
SAC is collected by your community as wers connect to the Metropolitan Disposal System for the fust
time or as a user's potential or peak sewage increases. The SAC funds coll� pay for the rese:ve
capacity portion of the debt senice incuxred to expand and improve sewer facilities. These facilities
provide the sewer collecrioa and treatment se:vice s[ipulated for your community in the Metropolitan
CounciPs comprehensive sewer plan.
Reminder: All SAC fees collected by the community in 1999 aze to be remitted to the Council at the 1999
rate regardless of when the petmitting process began. The rate to be charged is the iate in effect az the
time of payment
