98-1147ORiGINAL Presented By Referred To Council File # - tp ���� RESOLUTION Green Sheet # 62868 OF SAIfjIT PAUL, MINNESOTA � � c Committee: Date 1 WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the St. 2 Thomas permit parking area in accordance with Chapter 168 of the Saint Paul Legislative Code; and 3 4 WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residential area did 5 not have sufficient off street parking to accommodate the residential parking needs of the residents as well as the 6 parking needs of non-residents who use non-residential facilities in the area which lack sufficient off-street parking; and 7 8 WHEREAS, the Council now further finds that frequent parking of vehicles in this residential area by S non-residential users of non-residential uses which lack sufficient off-street parking has created residential problems of 10 a safety, environmental and aesthetic nature as well as having imposed upon the area residents an unreasonable 11 burden of gaining access to their homes; and 12 13 14 15 16 17 18 19 20 2i 22 23 24 25 WHEREAS, in order to protect the quality of life of area residents by reducing the negative impacts created by intensive non-residential parking and for the purposes of preserving the character of this residential district as well as protecting area residents from unreasonable burdens in getting access to their residences, the Council of the City of Saint Paul HEREBY RESOLVES, that new parking regulations shall be imposed in the residential area near the College of St. Thomas: 1. Establish parking regulation signs reading "except by permit or unless otherwise posted" No Parking 8:00 a.m. - 8:00 p.m. Monday-Friday, Area 15" on the following street: West side of Exeter Place between Mississippi River Blvd. and Otis Ave. BE IT FINALLY RESOLVED that the effective date of these parking regulations shall be January 1, 1999. Students block his driveways and reduce the width of Exeter to one lane in the summer. Occasionally, parking on both sides becomes restrictive for emergency vehicles in winter. ADVANTAGESIFAPPPOVED. Resident gets relief from student parking problems.
