RESOLVED, that the Council of the City of Saint Paul does hereby appoint, upon request
of the City Attomey and for the purpose of preventing an impermissible conflict of interest on
the part of said City Attorney, Donald M. Lewis, Halleland, Lewis, Nilan, Sipkins and Johnson,
and his associate, Sandra Schlafge, as special counsel representing the City of Saint Paul in the
matter of the proceedings involving EEOC complaints filed against the Office of the Ciry
Attomey by four of its employees; and be it
FURTHER RESOLVED, that the compensation to be paid for the services of said special
counsel shall not exceed $165 per hour for Mr. Lewis, and $130 per hour for Ms. Schlafge, and
, th� total fees to be paid to said special counsel sha11 be reasonable and take into account the
-- factors listed in Ru1e 1.5 of the Rules of Professional Conduct.
